As a Supervisory Investigative Analyst (Supervisory Criminal Analyst), at the full performance level you will perform the following duties:

  • Serve as the subject matter expert in collecting, analyzing, and evaluating all-sources of criminal intelligence information.
  • Coordinate and prepare intelligence information used in decision-making that may impact matters of national security and/or large segments of the population.
  • Determine the need for, initiate, and supervise Criminal Analysts' efforts to conduct studies, summarize information, integrate multi-agency analysis, including own agency criminal analysis, extract other agency reporting, and compile analytics/statistics.
  • Ensure the HSI Framework's tradecraft, methodologies, and structured analytic techniques effectively support criminal investigations with comprehensive knowledge of criminals and their conspiracies, networks, modus operandi, and impacts.

To qualify for the GS-14 grade level:

Experience: One (1) year of specialized experience at the GS-13 grade level or equivalent performing the following duties:

  • Working as a senior analyst in applying the use of all-source collections, research methodologies, and analysis tools of the agency Framework in support of law enforcement operations;
  • Conducting threat assessments to determine criminal threats, protective issues, or overall threats to immigration and customs laws to protect the homeland from criminals exploiting the customs and immigration laws of the United States; and
  • Developing and leading collaborative efforts with criminal investigators, internal and external partners in the law enforcement and intelligence communities in support of investigations, to produce a final product for law enforcement purposes.

Phase I. Application and Self-Certification

Phase III. Specialized Experience and Experience Narrative Review
  • A centralized panel of trained Supervisory Investigative Analysts will evaluate each resume for Specialized Experience and each Experience Narrative submission for essential competencies using established review criteria.
  • Candidates must meet the Specialized Experience review criteria to advance to the Phase IV Pre-Certification Structured Interview, regardless of their Experience Narrative score.
  • Timeframe: July 6 - August 7, 2026.
Phase IV. Pre-Certification Structured Interviews
  • All candidates who pass the Experience Narrative will be required to complete a 2026 promotional process Pre-Certification Structured Interview.
  • Interviews will be scheduled and conducted in a virtual format by HSI Intel Subject Matter Experts (SMEs).
  • Results of the Pre-Certification Structured Interview will be used to identify the best qualified candidates.
  • Candidates will be notified of requirements to interview in August 2026 and interviews will be conducted in August and September 2026.

  • Timeframe: August - September 2026.
