This position is open to current service members of the Rhode Island Army National Guard (RIARNG).

Duties

Help

Plans, organizes, and administers the military personnel program for the organization. Serves as the technical expert on a variety of administrative matters (e.g. format for directives and standing operating procedures, general office procedures, filing systems, reference libraries, etc.). Provide authoritative advice and guidance to the commander and his staff pertaining to military personnel administration. Keeps abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning personnel and administrative activities. Develop guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters. Researches and resolves the most difficult military personnel problems and questions, including those where regulation is only partially relevant or is incomplete.

Assists in the preparation for and executes command level inspections of subordinate units in the area of personnel and administration. Identifies trends and develops recommendations based upon analysis of subordinate feeder information, recurring reports, and findings of assistance visits and inspections.

Accomplishes or reviews a variety of military personnel transactions including appointments, enlistments, separations, promotions, flagging actions, reassignments, reductions, duty assignments, transfers, medical evaluations, line of duty (LOD) actions, security clearances, awards and decorations, retirements, etc., and forwards actions to a higher headquarters. Provides guidance, reviews, and monitors the timely completion of enlisted and officer evaluation reports. Provides information and assistance to personnel at higher and subordinate levels tasked with completing such transactions. Provide technical assistance to subordinate unit personnel pertaining to applications for passports, and the publication of required personnel orders. Review documents and data for individual mobilization packets.

Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires a current membership in the Rhode Island Army National Guard (RIARNG).
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours; overtime (compensatory) may be required.

Qualifications

Military Grades: E-3 through E-6

Compatible Military Assignments: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

GENERAL EXPERIENCE: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

SPECIALIZED EXPERIENCE: Must have at least one-year specialized experience equivalent to at least the next lower grade level.

Indefinite employment is defined as an excepted appointment with indefinite time limitations and is used when the appointment is
expected to extend beyond one year. Candidate may be terminated with a 30-day notice
. Should the need for the indefinite time limitations placed on this position no longer exist, the indefinite appointment could be converted to permanent action without further competition and you may be required to serve a trial period upon conversion.
If an applicant from the Competitive Service is selected, he or she will have to convert to the Excepted Service.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

  • Knowledge of English, grammar, and composition.
  • Knowledge of administrative and personnel actions to conduct subordinate unit inspections and assistance visits, identify trends, conduct analysis, and develop recommendations to enhance personnel readiness.
  • Knowledge of organizational strength maintenance procedures to complete required reports and to assist with recruiting activities.
  • Knowledge of administrative regulations sufficient to train organizational personnel in the administration of postage accounts, file systems, publications, and correspondence.
  • Knowledge of personnel authorizations, unit manning documents, and duty assignment requirements and criteria sufficient to maintain personnel readiness levels.
  • Knowledge of a comprehensive body of regulations and procedures to provide regulatory guidance and recommendations to the senior personnel officer and Brigade/Group/Troop Command staff for personnel actions (i.e. discharges, promotions, flagging actions, reassignments, reductions, awards and decorations, personnel evaluation reports, military code violations, LOD investigations/determinations, benefits, etc).
  • Knowledge of officer and enlisted promotion systems sufficient to provide procedural guidance and to review information for accuracy.
  • Knowledge of personnel deployment requirements to inspect individual mobilization files, review and monitor the status of subordinate unit's personnel and medical deployment requirements to provide feedback to command for follow-up action.
  • Knowledge of office automation programs sufficient to manipulate database and spreadsheet information in a format as required by the organization. Ability to use automated or manual systems in the preparation of reports and correspondence required by the organization.
