Help

Duties for the Administrative Management Specialist , GS-0301-12/13 include but not limited to:

  • Serves as staff point of contact for all vehicle registration issues, allocating required funding and ordering vehicles registration issues, allocating required funding and ordering vehicles based on mandatory exchange policy.
  • Prepares and submits quarterly spending plans and monthly reconciliation reports.
  • Monitors Managing Accounting Credit Card System (MACCS) purchases and database.
  • Explains policy requirements, procedures, and recommendations to leadership, staff, and external partners.
  • Delivers presentations on findings from evaluations, inspections, or administrative reviews.
  • Explains policy requirements, procedures, and recommendations to leadership, staff, and external partners.
  • Evaluates staffing needs; recommends hires, personnel actions, and resource allocations.
  • Make decisions regarding procurement, property management, and vehicle fleet requirements.
  • Develops and maintains written procedures, records, correspondence, and administrative documentation.
  • Prepares written budget justifications, spending plans, fiscal reports, reconciliations, and financial analyses.
  • Prepares personnel action requests, staffing documentation, and position management plans.
  • Oversees administrative operations: HR, procurement, property, space, travel, vehicle fleet, onboarding, and security clearances.
  • Participates in the development of a branch staffing plan, which presents the authorized FTE level by position and grade, strategic planning for branch operations.
  • Represents Administrative Operations Branch at general administrative committee meetings.
  • Maintains all Personnel and Training Records management systems.

Minimum Qualification Requirements For the GS-12: Applicants MUST have 1 year of specialized experience equivalent to the GS-11 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Assisting with planning, programming, and budgeting activities in accordance with Federal regulations; (2) Assist with coordinating with GSA and HQ fleet management on vehicle registration, funding, and fleet action; (3) Using databases for procurement, timekeeping, fleet, budget tracking, and travel activities; (4) Assisting with HR processes, including personnel actions, onboarding, performance tracking, awards processing, and personnel security coordination.

Minimum Qualification Requirements For the GS-13: Applicants MUST have 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Providing expert-level budget formulation and long-range financial planning, including analysis of financial systems and development of new budget procedures/methods; (2) Coordinating with GSA and HQ fleet management on fleet allocations, documentation, efficiency evaluations, and vehicle procurement; (3) Conducting field office inspections, interviewing staff, evaluating compliance, and preparing findings and recommendations; (4) Leading workforce planning and position management, evaluating HR requests, monitoring classification/staffing actions, and coordinating with leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

Recruitment Incentives: Payment for relocation expenses will not be authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience will not be approved as credit for your Annual Leave accrual.
