Help
  • You will serve as a Telecommunications Specialist in the Operations Department, Naval Computer and Telecommunications Strategic Communications Unit (NAVCOMTELSTRATCOMMU), Tinker AFB, Oklahoma City, OK.
  • You will develop detailed proposals, functional descriptions, and system specifications for telecommunication Systems.
  • You will conduct analysis of customer needs for additional telecommunication network services, necessitated by such things as application system modifications, upgrades, etc.
  • You will be responsible for the on-going analysis of all data communications equipment at the Technical Control Facility to ensure that maximum capability is being achieved with the present equipment.
  • You will be responsible for the integration of systems that provides immediate processing alternatives when a segment of the telecommunications network is not functioning properly.
  • You will develop telecommunications system generation parameters, implement, integrate and test hardware, and coordinate changes to the circuits, trunks, and networks.
  • You will provide telecommunication and technical training to all watch personnel on communication systems associated with the command and its strategic missions.
  • You will conduct monthly spotchecks with watchstandards validating SOP?s, proficiency of users, and ensuring compliance.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:

-Experience testing and analyzing highly complex, sophisticated telecommunications control programs and systems designed by a variety of users, using data base management systems and numerous types of hardware and software.
-Experience reviewing, analyzing, and resolving difficult and complex telecommunication problems.
-Experience providing technical advice and assistance to systems development project leaders responsible for telecommunications systems.
-Experience analyzing the abnormal terminations of telecommunications hardware on various circuits/systems.

This position is within the Work Category PROFESSIONAL at Work Level FULL PERFORMANCE, Series and Grade GG-0391-11.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR

Successfully completed an LL.M. degree that is related to the position being filled.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
