Summary

The primary purpose of this position is to serve as a subject matter expert in logistics management of Operational Contract Support (OCS), coordinating with staff and subordinate commands in planning for and obtaining commercial capabilities for support of Combatant Command-directed (CCDR) operations and assist the OCS lead in integration of OCS with the United States Central Command (USCENTCOM) Area of Responsibility (AOR).

Duties

Help

Serve as a Logistics Management Advisor on Operational Contract Support (OCS) to HQ USCENTCOM, subordinate component commands and Joint Task Forces.

Develop new methodologies for the execution and management of contractor support in contingency operations, filling gaps where established policies do not exist.

Manage OCS focused logistics planning efforts across subordinate commands, integrating contracting support, supply chain management and sustainment operations.

Conduct high-level risk analysis and readiness reporting using tools such as Defense Readiness Reporting System (DRRS) and deliver briefings to senior leadership on operational impacts.

Develop and maintain OCS logistics knowledge management tools and processes to improve organizational logistics performance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Group Standard for Administrative & Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-11 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which includes gathering information, identifying and analyzing issues and developing recommendations to resolve substantive problems of effectiveness and efficiency of logistics reporting processing; establish object performance metrics such as readiness reporting and risk analysis and assess the productivity, effectiveness and efficiency of logistics policies.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of logistics management principles, concepts and theories, specially related to Operational Contract Support (OCS) and the standard practices, methods and techniques sufficient to develop, implement and assess logistics policies and procedures.

2. Knowledge of analytical, evaluative, fact-finding and investigative techniques to collect and assess logistics data identify critical factors impacting operational effectiveness and recommend solutions from multiple alternatives.

3. Knowledge of logistics operations sufficient to conduct studies, develop reports and prepare documentation that clearly communicates factual and procedural information to senior leadership and stakeholders.

4. Skill in applying logistics management principles and practices to coordinate and execute logistics boards, working groups and policy development efforts.

5. Ability to communicate complex logistics concepts clearly, concisely and with technical accuracy, both orally in writing.

6. Ability to apply analytical and investigative techniques to assess logistics readiness, risk to mission and risk to personnel and to provide recommendations for process improvement.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

This position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a TDP.

This is a 'Key' position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

Incumbent is subject to recall during off-shift hours seven days week, twenty-four hours a day and may be required to perform periodic TDY Continental United States (CONUS0 in commercial and military aircraft.
