Headquarters Space Force Director of Staff (HQSF DS) at The Pentagon is searching for a Knowledge and Operations Chief (NH-0343-04, GS-14/15 Equivalent).

Description:
For the first time in over 75 years, the nation has launched a new military branch, and this is your opportunity to shape its foundation from the Pentagon. As the Knowledge and Operations Chief, you will step into a fast-paced, high-visibility role, architecting and executing strategic planning directly for the Director of Staff, Headquarters Space Force (HQSF). We are looking for an exceptional leader who excels at managing high-stakes projects within complex environments to support the world's premier space command. The ideal candidate is an expert in Records Management, SharePoint Governance, and IT Systems Oversight who can seamlessly bridge the gap between technical execution and strategic compliance. In this high-visibility role, you will lead our enterprise-wide SharePoint platforms, establish robust governance policies, and empower staff through targeted training on digital collaboration tools. We are seeking a decisive leader who understands the entire IT system lifecycle-from design and implementation to maintenance-and can ensure regulatory compliance while continuously optimizing our digital solutions to support the evolving mission of the organization.

Key Skills and Abilities:
1. Leadership and Supervisory Expertise. Knowledge of principles, practices, and techniques of personnel management, including performance evaluation, team building, and professional development. Skill in supervising and managing diverse teams, resolving employee relations issues, and fostering collaboration and innovation to achieve organizational goals. Ability to plan, assign, and evaluate work, develop performance standards, and implement strategies to improve productivity and quality of work.
2. Strategic Planning and Organizational Governance. Knowledge of strategic planning processes, governance frameworks, and organizational goal-setting methodologies. Skill in defining vision, establishing milestones, and leading governance reviews to ensure alignment with mission objectives. Ability to facilitate collaboration between leadership and staff, ensuring effective communication and execution of strategic priorities.
3. Process Improvement and Employee Engagement. Knowledge of process improvement methodologies, employee engagement strategies, and data analysis techniques to identify systemic issues and opportunities for improvement. Skill in designing actionable solutions, leading projects to enhance employee experience, and presenting findings and recommendations to senior leadership. Ability to analyze feedback, assess organizational pain points, and implement micro-improvements that positively impact staff effectiveness and efficiency.
4. Knowledge Operations and Correspondence Management. Knowledge of correspondence management policies, procedures, and regulatory requirements, including DoW, Air Force, and federal guidelines. Skill in developing and implementing tasking policies, training programs, and workflow management systems to ensure compliance and efficiency. Ability to establish metrics, analyze systems, and provide expert guidance to leadership on correspondence and task management.
5. Records Management, SharePoint Leadership, and IT Oversight. Knowledge of records management principles, SharePoint governance, and associated IT systems, including design, implementation, and maintenance. Skill in leading and managing SharePoint platforms, developing governance policies, and training staff on effective use of digital collaboration tools. Ability to oversee enterprise systems, ensure compliance with regulations, and optimize IT solutions to support organizational needs.
6. Special Projects and Research. Knowledge of research methodologies, development processes, and project management techniques to address complex organizational challenges. Skill in preparing talking papers, decision documents, and briefings, and conducting in-depth analysis to support leadership decision-making. Ability to lead special projects, monitor compliance with policy initiatives, and provide functional and technical advice to ensure mission success.

  • U.S. Citizenship Required
  • Must be able to obtain and maintain a Top-Secret security clearance with SCI access.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • May be required to travel by military or commercial aircraft in the performance of TDYs assigned. The incumbent may be required to perform intermittent temporary duty assignments primarily within the CONUS.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.
  • PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at: https://afciviliancareers.com/regulatory/
  • Incentive is authorized.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
