Duties

Help

  1. Plans, organizes, and oversees the activities of the Operations Engineering Element.
  2. Exercises supervisory personnel management responsibilities.
  3. Administers and maintains the Sustainment Management System (SMS) program.
  4. Represents 27th Special Operations Civil Engineer Squadron with a variety of installation and functional area organizations.
  5. Directs the preparation, management, execution, and fiscal oversight of the installation's facilities' appropriated (APF) budget, asset management programs, material acquisition programs, service contracts, and customer service program in support of engineering/operations planning and execution.
  6. Communicates and coordinates functional issues with higher headquarters, regulatory agencies, other installation units, community officials, etc.

  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • Must be able to obtain and maintain a secret security clearance.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP).

Qualifications

Condition of Employment:

  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a
    national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or
    office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a
    member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to
    ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be
    required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during
    phased or early release.


In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Equipment Facilities and Services Series, 1601.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes; knowledge of a wide range of program processes, asset management principles, real property, and operations theories, concepts principles, standards, methods, techniques, materials, and equipment, as well as knowledge of standard construction and contracting regulations, practices, and procedures. Knowledge of the principles of facility and infrastructure operations, repair, maintenance theories, concepts, and procedures; customer service operations, service contracts, and financial management principles and standards. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; DoD Planning, Programming, Budgeting, and Execution (PPBE); and Sustainment Management Systems and resources. Knowledge of safety and security, personnel management, and EEO regulations, practices, and procedures.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of program processes, asset management principles, real property, and operations theories, concepts principles, standards, methods, techniques, materials, and equipment, as well as knowledge of standard construction and contracting regulations, practices, and procedures.
2. Knowledge of the principles of facility and infrastructure operations, repair, maintenance theories, concepts, and procedures; customer service operations, service contracts, and financial management principles and standards.
3. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; DoD Planning, Programming, Budgeting, and Execution (PPBE); and Sustainment Management Systems and resources.
4. Knowledge of safety and security, personnel management, and EEO regulations, practices, and procedures.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
6. Ability to gather, assemble, and analyze data/facts, developing conclusions, identifying trends, developing alternatives/ solutions, make recommendations to resolve problems, and direct work operations to meet program requirements and objectives with available resources.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
