Summary

This position is located in the Division of Asset Management (DAM), Office of Management Services (OMS), Rockville, MD. Incumbent has responsibility for all receiving, disposition economical and efficient utilization custody, maintenance and accountability of all personal property (equipment) and the Fleet management program located with the Indian Health Service.

A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Help

  • Serves as the Agency Fleet Management Specialist ensuring the efficient and effective utilization and maintenance of vehicles and equpment.
  • Oversees all fleet acquisition and disposal activities and in-use management of the motor vehicles.
  • Develops and administers controls for vehicle and equipment replacement program and additional equipment needs by program and fiscal year.
  • Coordinates, plans, and evaluates vehicle fleet and equipment management programs on a long-term basis, to ensure the fleet program is effective and efficient.
  • Participates in regular and recurring meetings with various General Services Administration and Human and Health Services fleet offiicials
  • Advises, guides and provides direction on the Property Management Information System to Headquarters and Area Offices staff.
  • Develops policy, regulations and procedures necessary to create a standardization of personal property management throughout the Agency including Contractor and Grantee property.
  • Oversees Headquarters and Area Offices personal property physical inventories to ensure they are compiled, reconciled and reported in accordance with established policies and procedures.
  • Manages the Indian Health Service program within the fleet program and vehicle purchases
  • Performs assignments consisting of a variety of property and fleet duties, and methods that are applied to a broad range of property and fleet management planning and administration.
  • Serves as a credit cardholder and is legally responsible and accountable for each credit card transaction.
  • Performs other duties as assigned, including COR assignment or other administrative tasks.

Background Investigation Requirement:

This position requires the successful completion of a federal background investigation as a condition of employment.

A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Financial Suitability Requirement:

This position requires a review of the applicant's financial history as part of the personnel security and suitability determination. Applicants must demonstrate financial responsibility, maintain good standing with creditors, and satisfy all legal financial obligations prior to applying.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Experience planning, developing, and administering the personal property and supply and fleet management program; Interpreting regulations and providing advice on execution and coordination of personal property and supply and fleet management policies and programs; Administering, management systems and methods for planning, utilizing, and reporting on personal property and supply and fleet programs; Provides guidance and serves as principal administrative authority on federal personal property and supply management and fleet management laws, regulations, policies, procedures, practices, and standards; Conducting surveys and studies involving evaluation and analysis.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
