The position is located in the Bureau of Diplomatic Technology, Deputy Chief Information Officer (DCIO) for Enterprise Infrastructure (DT/EI). DT/EI is comprised of four offices: Infrastructure Strategy and Finance; Infrastructure Management; Network Technologies; and the Regional Diplomatic Technology Centers in Bangkok, Frankfurt, and Washington for the WHA region. It partners with customers across DT to shape and manage the global technology plans and infrastructure.

Duties

Help
  • Collaborates with the DCIO to lead, plan, organize, conduct, and execute programs and services.
  • Consults with individual EI and DT project managers on IT best practices, processes, and methodologies to ensure they are understood and followed to promote the consistent delivery of quality IT solutions.
  • Provides authoritative analytical and advisory services on a wide variety of major issues involving the development, implementation, monitoring, evaluation, and modification of operational plans; performance goals; and strategic plans.
  • Provides advisory and development services to the DCIO staff to ensure IT and cyber programs and policies adhere to the larger strategic view developed by the DCIO, CIO, and Department IT Strategic Plan.
  • Develops and implements process improvement controls, techniques, and mechanisms that improve upon Office mission functions.
  • Develops authoritative white papers, memoranda, standard operating procedures (SOPs), briefing materials, and other required documentation and guidance information in support of compliance reporting and Office activities.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Evaluates machine usage and based on current usage patterns, develops acquisition plans to support future expansion and usage needs.
  2. Customer Service - Advises other specialists and managers on implementation of new or enhanced IT systems including providing on the job and formal training.
  3. Oral Communication - Communicate complex technical requirements to non technical personnel.
  4. Problem Solving - Coordinates the resolution of system problems by identifying problems and meeting with users, managers, and hardware/software vendors to discuss options.

AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  1. Experience providing strategic leadership and advisory support for enterprise IT programs, including evaluating program effectiveness and implementing process improvements to improve organizational performance.
  2. Experience developing and executing IT strategic plans, policies, and initiatives, while advising senior leaders on program priorities and organizational objectives.
  3. Experience managing complex IT projects and portfolios, including establishing priorities, allocating resources, and ensuring alignment with organizational goals.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.

You will be evaluated for this job based on how well you meet the qualifications above.
