The Albuquerque Health Care System is currently recruiting one Supervisory Health System Specialist in the Office of the Chief of Staff in Albuquerque, New Mexico. The incumbent is responsible for supporting services in the main facility and Community Based Outpatient Clinics relating to virtual care (telehealth care) as applicable. Help

The incumbent will play a key leadership role, coordinating, planning, implementing, and monitoring virtual care activities to ensure seamless delivery and continued innovation. In addition to the core responsibilities, we are seeking candidates with preferred experience in telehealth care. Previous experience leading virtual care initiatives, including program development, technology adoption, and cross-functional collaboration, will be highly valued. Candidates who have successfully navigated the challenges of implementing virtual care in a healthcare setting and demonstrated measurable outcomes are encouraged to apply.

Duties of this position include, but are not limited to the following

  • Investigate and resolve problems between and within services, as they relate to virtual care.
  • Conduct analytical studies on particular operational processes, issues topics, or related special projects.
  • Coordinate the integration of computerized systems as they relate to the facility as a whole.
  • Coordinate and provide technical consultation to all areas of the facility in support of performance measures and analyses of virtual care programs.
  • Develop and/or maintain proficiency and supports administrative activities with various computer applications including spreadsheets, databases, word processing, graphic generation and desktop publishing programs.
  • Review and evaluate all contract proposals/statements of work and agreements to assure accurate/appropriate budgetary, personnel and administrative arrangements to make recommendation to facility leadership.
  • Conduct or direct audits to resolve administrative problems and technical problems which may arise in the normal operation of virtual care throughout the facility.
  • Oversee resource allocation and management to include funds, equipment, space, staffing, and contracts.
  • Develop performance improvement plans, patient care audits, and the coordination of outcomes related to organizational and functional relationships.
  • Develop short- and long-term goals for the virtual care at the facility.
  • Develop proposals, initiatives, evaluating outcomes for virtual care throughout services line, develop and coordinate new initiatives for the virtual care program.
  • Collect and analyze data for the purpose of business planning, budget preparations, and management cost studies; perform cost studies of virtual care programs, analyzing information to determine costs of delivering services in established and/or proposed programs.
  • Recommend and implement changes based on the understanding and knowledge of the direction of the program as communicated and approved by facility leadership.
  • Serve as an expert on quantitative methods, provides expert guidance, consultation, and leadership in developing analyses and/or evaluations of the virtual care programs.
  • Integrate varied databases to bring sophisticated data together into one comprehensive report.
  • Complete analysis to evaluate procedures, workflow, personnel utilization, organization, communications, training arrangement of space and equipment.
  • Provide communication orally and in writing about complex clinical as it applied to virtual care and non-clinical matters with individuals with varying levels of understanding and authority.
  • Provide the customer with consistent information according to established policies and procedures.
  • Handle conflict and problems in dealing with the customer constructively and appropriately.

  • Resolve staff complaints concerning working conditions and related matters, and provides referral services, if necessary, to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: specialized experience that is progressively responsible for analytical or administrative, or clinical management, or supervisory experience in the health care field performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities with close working relationships with facility managers and analysis/coordination of administrative, clinical, or other service activities which provided knowledge in the following areas: 1) Missions, organizations, programs, and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
