The incumbent directs, oversees, and plans all the programmed segments of the RS to assure that the service mission, functions, projects, and activities are enforced and executed. Provides complex administration of Diagnostic Radiology and Nuclear Medicine. Acts as top-level Management for the administrative support staff, i.e., program support assistants, health techs, ADPAC, PACS Administrator, and Medical Support Assistants.

Major duties include, but are not limited to the following:

  • Utilizes sound and professional judgment in recruiting and selecting the administrative employees and maintains the established FTE level of the service by serving as the radiology services Human Resources (HR) liaison for new position creation, position backfill submissions, and other HR level actions in MSS.
  • Provides direct and indirect supervision of the administrative staff and provides the full range of supervisory duties including: Planning work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work;
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees;
  • Develop performance standards and evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters;
  • Interview candidates for positions in the unit and makes selections for appointment, promotion, or reassignment to such positions;
  • Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to the Chief or Assistant Chief of Imaging Service;
  • Effect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases;
  • Accesses HR software platform to submit and/or approve all Requests for Personnel Actions (SF-52's) submitted, completes and/or assembles all required personnel documentation for RS and ensures that all HR actions are completed in accordance with HR policies.
  • Independently serves as the COTR for the RS. Administrative duties include assessments and final authorization of departmental contracting needs concerning contracting physicians, when applicable, technologists, and nontechnical medical support personnel and services.
  • Serves as a negotiator for this medical center in establishing new contracts and serves as a mediator when establishing, modifying, and renewing scarce medical contracts and other Radiology contractual services negotiated with this facility.
  • Independently serves as the approving officer for validating payments to contractors, after careful review in assessing the authenticity of all contractors' invoices.
  • Responsible for overseeing, planning, directing budget functions of the service, and develops activities to establish cost containments of the service budget by strict assessment of the service's budget functional requirements.
  • Directs and formulates diagnostic technical and nontechnical continual quality improvement programs in complete concurrence with the Veterans Health Administration and the Joint Commission.
  • Develops and monitors internal, local, and national performance indicators, evaluates findings, establishes creative recommendations, evaluates conclusions, and performs follow up assessments.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Must have experience working in a healthcare setting.
  • Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management and evaluation;
  • Assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources.
  • Coordinates and expands use of all pertinent resources available for patient care, developing and utilizing extensive community relationships/partnerships with individuals, health providers, foundations and external support services.
  • Provides program direction and guidance to subordinate staff, effectively delegating authority and responsibility needed in order to carry out assigned tasks.
  • Exercises appropriate controls to evaluate effectiveness of work output in meeting goals and objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some physical effort will be required. Able to move independently through the hospital to the necessary services of the service line and possess visual and hearing acuity to communicate with both staff and patients. Manipulate keyboard and use PC, communicate orally and must be able to carry at least 15 lbs.
