The Supervisory Public Affairs Specialist serves as spokesperson for the Medical Center and conducts the public affairs program for tile Medical Center with responsibility for developing and providing staff direction involving all public information, internal communications, VSO liaison, and community relations activities. Major duties and responsibilities include but not limited to:

  • Serving as the Medical Center's lead advisor and point of contact for public affairs, media relations, public information, and community outreach activities
  • Planning, implementing, and evaluating public affairs, media relations, internal communications, and community engagement programs that support the Medical Center's mission and strategic objectives
  • Advising leadership on communication strategies, media issues, public perception, and stakeholder engagement matters affecting the Medical Center
  • Managing relationships with media representatives and responding to public information requests to ensure accurate and timely dissemination of information
  • Developing and distributing communication products, including news releases, speeches, presentations, publications, digital content, and informational materials
  • Coordinating communication efforts with VA Central Office, VHA, VISN, Veterans Service Organizations, and community partners to support consistent messaging and outreach initiatives
  • Assessing communication needs, monitoring media coverage, and recommending strategies to enhance organizational awareness and public understanding
  • Planning and coordinating special events, ceremonies, outreach activities, tours, and public awareness initiatives that promote Medical Center programs and services
  • Preparing executive briefing materials, correspondence, speeches, presentations, and informational packages for leadership and external stakeholders
  • Conducting studies, analyses, and special projects related to communications, organizational effectiveness, and stakeholder engagement
  • Overseeing photography, multimedia, and the production and distribution of public information materials
  • Supporting employee engagement and internal communications by promoting organizational accomplishments, initiatives, and key information
  • Building and maintaining partnerships with Veterans, community organizations, government agencies, and other stakeholders to strengthen public trust and awareness
  • Supervising Public Affairs staff by assigning work, managing performance, supporting employee development, and carrying out administrative and personnel management responsibilities
  • Performing other related duties as assigned
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications

Minimum Requirement: The following are minimum requirements for appointment as a Supervisory Public Affairs Specialist in the Veterans Health Administration (VHA), which all applicants must met.

  • Specialized Experience (GS-12): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-11) in the normal line of progression for the occupation in the organization. Qualifying examples of specialized experience would typically include but are not limited to: planning, developing, implementing, and evaluating public affairs, media relations, internal communications, or community outreach programs; developing communication products such as news releases, speeches, presentations, and marketing materials; building and maintaining relationships with media, community organizations, and stakeholders; analyzing communication needs and public response to support organizational objectives; coordinating public awareness campaigns, special events, or outreach activities; and applying communication principles and practices to address sensitive issues; and ensuring compliance with public information requirements, including FOIA and Privacy Act regulations. Supervisory Situational Judgment Test. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements: Work is generally sedentary with walking required during visits and tours of the Medical Center. Flexibility is required to accommodate events and activities occurring in other than normal duty hours. Mobility is required in terms of staging and assisting staff with equipment and other required materials.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
