THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TRAINING TECHNICIAN (T32), PD Number D2219000 and is part of the RI Joint Force Headquarters. The purpose of this position is to function as the senior NCO within the operations and training area. Under the direction of the Training Officer this position oversees and ensures the accomplishment of work performed in the areas of operations and training management.

Duties

Help

Provides technical guidance and assistance to subordinate elements, the headquarters operations section, and other staff sections in planning, coordinating, preparing, conducting, and documenting individual and collective training. Assists the training officer in the development and review of training directives, deployment planning and readiness reporting. Develops and prepares operational orders for use in training exercises. Conducts command readiness inspections and other evaluations of subordinate training operations, security, safety, and deployment readiness planning. Determines appropriate corrective actions for identified deficiencies and issues guidance to subordinate organizations. Conducts and/or coordinates assistance visits in all areas of training management. Reviews training schedules, circulars, and yearly training plans to ensure they are commensurate with the commander's priorities and higher headquarters guidance. Performs research and provides recommendations utilized by the commander in issuance of yearly training guidance necessary to create or modify subordinate organization's mission essential task lists. Coordinates logistical and administrative support of internal/external evaluation and assistance teams. Implements and coordinates the execution of full or partial deployment plans. Reviews and provides technical guidance for proper preparation of subordinate organization's training assessments. Prepares consolidated organizational training assessment reports. Coordinates and maintains usage agreements for local/private training areas.

Ensure the proper forecasting, allocation, and usage of training ammunition within the command. Evaluates training ammunition requests based on standard training requirements, approved training calendars, and projected changes in scheduled training. Provides recommendations to the Training Officer for reallocation of ammunition allowances to improve the overall training readiness of the organization. Oversees and ensures the proper reforecast of ammunition allowances.

Provides input to the training officer for the assignment of work within the training and operations section. May function as the supervisor within the immediate office in the absence of the Training Officer on a temporary or intermittent basis. Recommends changes in assignments or temporary detailing of employees to other duties as necessary to meet changing work situations, deadlines, or priorities.

Performs other duties as assigned.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in a compatible military assignment in the RIARNG, prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime (compensatory) may be required.

Qualifications

Military Grades: E-7 through E-9

Compatible Military Assignments: Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

GENERAL EXPERIENCE: Ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.

Education

Education may not be substituded for experience in this occupational series and grade.

Additional information

Indefinite employment is defined as an excepted appointment with indefinite time limitations and is used when the appointment is expected to extend beyond one year. Indefinite positions may be terminated with a 30 day written notice. Should the need for the indefinite time limitations placed on this position no longer exist, the indefinite appointment could be converted to permanent action without further competition and you may be required to serve a trial period upon conversion.

If an applicant from the Competitive Service applies and is selected for this position, he or she will have to convert to the Excepted Service.

--In-depth knowledge of military training and operations of the organization sufficient to conduct inspections, determine deficiencies, and provide technical guidance and direction for appropriate corrective actions from a number of alternatives.
--Knowledge of operational and regulatory training requirements for organizations supported sufficient to develop, prepare, and assess training and deployment plans.
--Knowledge of individual and collective deployment requirements sufficient to evaluate current training readiness levels and provide recommendations which enhance capability of organizations to accomplish assigned homeland defense and wartime missions.
--Knowledge of individual training requirements sufficient to determine necessary levels of training opportunities in order to maintain the maximum level of training readiness based on current and projected organizational structure and composition.
--Knowledge of readiness reporting procedures sufficient to function as the technical specialist of the organization concerning the regulatory requirements and flexibilities allowable for the improvement of organizational readiness posture.
--Knowledge of training resource and requirement system procedures sufficient to allocate available training quotas based on current organizational qualification levels, projected needs, and available funding.
--Knowledge of organizational operations and mission requirements sufficient to assess the training budget requirements of the organization and provide comprehensive recommendations in their development.
--Knowledge of the command training requests and funds accountability procedures sufficient to assess current status, provide recommendations, and implement procedures for the maximum and efficient execution of available resources.
--Knowledge of ammunition administration procedures, recurring training requirements, and projected training plans of the organization sufficient to validate ammunition requirements, recommend allocation/reallocation levels, and ensure proper programming and reprogramming of ammunition allowances.
--Knowledge of work requirements within an operations and training section sufficient to provide recommendations for effective and efficient functionality.
--Knowledge and skill in the use of office automation equipment and software as well as military training management programs.
