Help

Duties include, but are not limited to:

  • Manages the Business Office Outpatient Clinical support staff at the main facility and program guidance for Primary Care and community based outpatient clinics administrative staff.
  • Plans, develops, coordinates, implements, evaluates and reports organizational and program changes required to meet administrative activities and program requirements based on rapidly changing directives and clinical guidelines.
  • Establish and maintain quality assurance measures to evaluate the performance of employees and ensure compliance with program guidelines established by current Laws and Regulations.
  • Ensures that training and cross training of employees is properly performed as related to maintaining records pertinent to determination of entitlement in clinical areas and other essential tasks within the Outpatient Administrative Clinical Service Sections.
  • Makes recommendations regarding promotions, reassignments and separations of employees assigned to the sections.
  • Ensures that subordinates receive proper training for upward mobility and receives proper guidance in accomplishing this goal.
  • Coordinates the various functions of the unit with other sections of the Business Office, Primary Care, Mental Health, Specialty Care and other outpatient staff in the medical center.
  • Resolve operational computer problems and relays technical problems to the Business Office Program Application Specialist.
  • Evaluates the need for positions as well as the skills and knowledge required to perform the task assigned to the position.
  • Determines, formulates, executes and evaluates the budgetary and personnel requirements for the sections; submitting documented justification when required.
  • Responsible for evaluating the effectiveness of programs within the sections and keeps management informed of information vital to the accomplishment of the service goals of quality service to internal and external customers.
  • Provides oversight of Administrative Programs: and serves as a technical expert to other Administrative Clinical Sections within Primary Care Service, Medical Service and indirect supervision of MSAs at the CBOCs.

Work Schedule: Monday - Friday, 7:30am - 4:00pm, subject to change based on the needs of the facility

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing medical administration work focused on Mental Health either Inpatient or Outpatient to include categories such as substance abuse, homelessness, and housing stability; performing administrative and training functions with Suicide Prevention and Crisis Outreach; experience related to Crisis Hotline for Suicide, CISCO Finesse, and/or Jabber systems for Crisis Monitoring and interventions; performing mental health scheduling functions using ISS, CPRS, VISTA, and CTM; supervising staff in Outpatient/Inpatient Mental Health.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B or J.D. if related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
