Duties

Help
  • For each planning product, conducts analyses to develop military options, identify potential courses of action (COAs) and their predicted outcomes, and define the executable guidance and instructions contained in the plan.
  • Assures planning products, annexes, and options are seamlessly integrated and readily available to support a large number of plans with global and theater applications.
  • Selects, adapts/extends, and applies tailored problem solving techniques to identify parameters, weigh the multiplicity of factors that must be considered, make complex trade- offs, and arrive at viable solutions to difficult and complex problems.
  • Coordinates own findings and work processes with others, as necessary.
  • Provides “on the scene” expertise and management skills to resolve emergent issues that threaten progress toward achievement of program objectives.
  • Works collaboratively with professional peers representing other program partners to establish details and assess/identify possible broader ramifications of such plans, and to document them in the various forms used to guide execution.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft 25% of the time.
  • The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • In accordance with DoDM 8140.03 and supplemental Army guidance, the employee must obtain and maintain the following requirements for each Cyber work role.
  • Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level: 1) Foundational qualification requirements within 9 months,
  • Cyber work role: 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

This position is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure.

You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by 1. Conducting joint information operations to influence cyberspace strategies that reduce threat activity; 2. Utilizing systematic analysis to anticipate and counter potential cyber threats; 3. Developing comprehensive plans with partners to identify critical capability gaps.

Additional information

  • If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • This position requires a 3 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest.
  • The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • Direct Deposit of Pay is required.
  • Must be able to obtain and maintain a Top Secret SCI security clearance.
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program dated 15 February 2023.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

  • TERM: This announcement is for a Cyber Term position. Permanent employees who apply, are selected for, and ultimately accept this position will be converted to a Cyber Term appointment. Term positions in CES may be extended up to a maximum of five years. This position may be converted to permanent without further competition after completion of three years of continuous service in this position.
