About the Position: The Watervliet Arsenal is an Army-owned & operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813. Today it is relied upon by U.S. and foreign militaries to produce the most advanced, high-powered weaponry for cannon, howitzer, and mortar systems. The Arsenal is the only location in the DoD that has a weapons research facility (Benét Labs) collocated with a manufacturing facility.

Duties

Help
  • Passes on to other workers instructions received from supervisor, and starts work (e.g., by assigning the immediate tasks to be performed by individual members of the group led).
  • Insures that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations.
  • Operates Bridge Cranes: Applies a high degree of skill in operating electric bridge cranes within a weapons manufacturing activity.
  • Selects and attaches proper lifting and grappling equipment, cables, ropes, and slings used to lift, move and position large and heavy equipment.
  • Operates forklift trucks with a capacity under 10,000 pounds to load and unload, stack and unstack, re-warehouse, and move boxes, crates, pallets, components, or loose items.
  • Make preliminary and in process tests of equipment to assure proper functioning and reports deficiencies to supervisor.
  • Operate a variety of equipment having wide variances in weight and lift capacity to lift, move, and position machine tools cannons and cannon components for machining operation.
  • Check work for compliance with work sequence, procedures, methods, and deadlines

  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • The incumbent is required to lift up to 44 lbs.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs may be warranted.
  • This position may be subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Qualifications

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 12 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

Minimum Qualifications (Screen Out Element): Ability to lead through subordinate supervisors as a Crane Operator Leader without more than normal supervision. The work of the position normally includes: (1) Operating electric bridge cranes; (2) Operating forklift trucks in a manufacturing or production environment; (3) Following/implementing driver's maintenance requirements and procedures; (4) Providing guidance on procedures, policies, written instructions, and other directives (e.g., technical orders). - Failure to meet this Screen Out Element will result in an ineligible rating.

  • Physical Efforts: Reaches, bends, pushes, pulls and depresses the various hand and foot controls requiring continuous reaching, bending and moving of hands, arms, feet and legs. Works in a standing position and must keep their balance during starting and stopping motions of the crane. Frequently lifts and carries objects weighing up to 44 lbs. Mechanical lifting devices/other employees are available to assist with lifts of 45 lbs and over. Lifts items such as cables, chains, and dollies.
  • Working Conditions: Works indoors in a partially enclosed crane cab or outdoors in all types of weather. Ventilation is adequate; but heat may be uncomfortable while working indoors and near the ceiling. Is exposed to the possibility of cuts, burns, bruises and broken bones from falls while climbing to and from the control cab or while climbing and attaching rigging to the load; and handling wire and fiber ropes; serious injury from swinging loads, breaking slings and falling objects. Possibility of falling from heights of 30 feet or more. Incumbent is exposed to possible unpleasant noise, dust, dirt or fumes from the work area. Uses personal protective equipment, such as safety glasses, hard hats, gloves, steel toe shoes and safety harnesses & self-rescue equipment for compliance with fall protection requirements.
