This position is located at US Mint,Office of the Director - Office of Chief Counsel. As a Attorney Advisor, you will perform legal research in connection with all phases of the work of the U.S. Mint and makes recommendations or furnishes advice to the Chief Counsel on the law applicable to the problems assigned to him/her. The work includes research and preparation of final opinions, memoranda, letters, briefs and other papers for the Chief Counsel's signature concerning laws and regulations.

Duties

Help

The following are the duties of this position at GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Advise the Chief Counsel on the impact of proposed legislation on the U.S. Mint and the Treasury Department and keeps his/her supervisor advised of the legislative history of such legislation. The incumbent also represents the Mint in various third-party proceedings, such as hearings on discrimination complaints and labor arbitrations.
  • Provide legal advice and counsel to the Director of the Mint concerning the functions and activities of the Mint.
  • Perform legal research in connection with all phases of the work of the U.S. Mint and makes recommendations or furnish advice to the Chief Counsel on the law applicable to the problems assigned to him/her.

  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year and indicate number of hours worked per week on your resume.

For the GS-13:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 18 months of pertinent legal experience at the GS-12 level, or equivalent level of difficulty in the Federal service or private sector, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.

Examples of such experience might include: Experience assisting an agency or client representative in administrative or judicial proceedings, preparing drafts of legal briefs for judicial or administrative proceedings, research matters involving general law to include personnel and labor law.

For the GS-12:
You must have 12 months of experience at the GS-11 level, or equivalent level of difficulty in the Federal service or private sector that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.

Examples of such experience might include acting as an agency or client representative in administrative or judicial proceedings; preparing drafts of legal briefs for court proceedings; drafting legal memoranda regarding effects of proposed legislation or regulations; and drafting briefing papers on complex legal issues for senior government officials or private sector clients.

For the GS-11:
You must have 12 months of experience at the GS-09 level, or equivalent level of difficulty in the Federal service or private sector that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position;

OR

a judicial clerkship;

OR

a LL.M degree that requires one full year of graduate study;

OR

superior law student work or activities.

Examples of professional legal experience include the following: Preparing drafts of legal briefs for court proceedings, drafting legal memoranda regarding effects of proposed legislation or regulations, and drafting briefing papers on complex legal issues for senior government officials or private sector clients.

You must possess a J.D. or LL.B from a law school accredited by the American Bar Association (ABA). You must submit your law school transcript at the time of application. An unofficial transcript may be submitted at the time of application; however, if selected you will be required to provide an official transcript.

If selected, you will be required to submit evidence of your bar membership if you are selected.

In addition to meeting specialized experience, individuals must meet proficiency levels in each of the following competencies:

Education

You must possess a J.D. or LL.B from a law school accredited by the American Bar Association (ABA). You must submit your law school transcript at the time of application. Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
