This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary for Policy, Management and Budget, Office of Occupational Safety and Health, Workers' Compensation Program in Washington, D.C.

This position is being advertised as both location negotiable after selection and with a duty station(s) of Denver, CO; Washington, D.C.; and Boise, ID. If applying to "negotiable after selection", this means that your duty station will be based off your current DOI duty location.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

  1. Provides strategic leadership, long-term planning, and direction for the workers' compensation program.
  2. Exercises full supervisory authority over staff, assigning work, setting priorities, monitoring progress, and evaluating performance in accordance with merit system principles.
  3. Develops employee skills through coaching, mentoring, and training, while fostering career progression and workforce engagement.
  4. Provides department-wide oversight of the Workers' Compensation Program, ensuring compliance with Federal Employees' Compensation Act (FECA), Office of Workers' Compensation Programs (OWCP) regulations, and Department of the Interior (DOI) requirements.
  5. Develops, manages, and maintains the Department-wide strategy for the reduction of losses and costs associated with workers' compensation cases.
  6. Analyzes and evaluates Department-wide case data. Observes trends and patterns in various areas, e.g., rehabilitation, retraining, and/or medical retirement.
  7. Develops Department-wide policies and procedures, Personnel Bulletins, guidance documents, memoranda, and letters for Agency-wide distribution.
  8. Develops methods and resources for investigation of possible fraud and abuse of workers' compensation benefits in collaboration with the Department of Labor, the Office of Inspector General, the Office of the Solicitor, bureaus/offices and executive office program officials.
The Office of the Secretary has determined that the duties of this position are suitable for telework and may be allowed with supervisory approval.

Salary with locality pay will vary based on current duty station. GS-14 range (base pay): $107,446-139,684

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  1. Applying FECA, OWCP, and HR policy expertise to analyze and resolve complex workers' compensation cases.
  2. Supporting program operations by developing guidance, analyzing trends, and coordinating with stakeholders to improve program outcomes.
  3. Assisting in team leadership by setting work priorities, guiding staff, and contributing to training and process improvements.

As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period or 2-year trial period (as applicable) during which we will evaluate your fitness and whether your continued employment advances the public interest. This is a supervisory position that may require completion of a supervisory probationary period.

In addition, DOI employees, GS-15 and above, who work in the Office of the Secretary; along with the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE) employees (at ALL grade levels), are further restricted concerning their interests in Federal lands and resources administered or controlled by the Department of the Interior. This includes holding stock in energy corporations which lease Federal lands (e.g.: oil, gas, coal, alternative energy resources, etc.). Employees must be objective and impartial in the performance of their work.
