Summary
This position is assigned to the Morale, Welfare & Recreation Department, Naval Support Activity Naples; Fleet and Family Readiness (FFR); Commander, Navy Region Europe, Africa, Central (EURAFCENT); Commander, Navy Installations Command (CNIC).
United States Citizens Worldwide, including local U.S. Citizens that are 1) Current permanent NAF/APF employees; or 2) Spouses of active duty military members; or 3) Family members of active duty military member; or 4) Family members of DoD civilians.
Plans, directs and supervises the activities of all aspects of assigned facilities. Has daily interface with patrons of the facilities and ensures customer satisfaction when visiting any operation.
Functions as the liaison and contact person for the MWR Director and his/her requirements. Incumbent provides advice and recommendations for managing the identified requirements.
Duties encompass the training and administration of employees, the financial success of the installation activities, the constant review and improvement of the processes associated activities and the primary goal of ensuring the highest quality of services are provided by staff for their customer. Reviews current expenditures for facility operations and maintenance activities. estimates projected costs and assists in developing the overall financial plan for facilities. Prepares and submits annual budget in the third quarter for the coming fiscal year following general direction on preparation provided by higher authority. Monitors variances of budget and recommends changes as necessary. Input annual budget. Review profit and loss monthly statements and provide response as needed.
Interfaces with the various Installation activity managers on a routine basis ensuring that menu planning, programming, and accountability of funds and equipment arc properly maintained. Ensure that effective daily cost controls arc in place to maintain accountability of funds. Ensures that targeted budget goals arc being achieved and advises the MWRD of any significant deviations. Provides recommendations on how to overcome any problems associated with achieving budgeted goals.
Incumbent is responsible for achieving budgeted cost of goods by minimizing food waste and spoilage, development of valid par levels, solid stock control and taking of accurate inventories. Supervises inventories of food, liquor. supplies, and assets.
Ensure routine unannounced cash counts occur. Investigates and reports significant shortages and discrepancies.
Utilizing the procedures for SAP reviews all purchase requests, issues and receive reports and invoices for accuracy. At the end of the month checks SAP variant reports and make adjustments as appropriate. Provides guidance up and down the chain in reviewing, analyzing, evaluation and reporting on the financial success of the program. Maintains oversight to ensure that proper procedures are used in the accomplishment of financial management and accounting functions. Immediately reports any significant discrepancies found to the MWRD. Ensures that effective controls are in place to maintain accountability for all funds under the incumbent's purview.
Incumbent is responsible for the execution of the business plan in support of the Regional Business Plan. The plan is a balanced approach to achieving short and long term management's goals for the program. Those goals address customers, finance, processes and employee development. In addition. a comprehensive outcome based assessment program is established to monitor metrics to measure the success of the Business Plan and provide a balance scorecard. Among other things it is designed to monitor adherence to benchmarks to adherence to CNIC program Standards.
As a site manager, the incumbent monitors plan metrics; providing data to the MWRD: identifying adverse trends and making recommendations for correction. Also. apprises the MWRD of action taken to correct deficient conditions noted during inspections.
Incumbent is responsible for annual marketing plan of all Business Activity facilities and presents plan to MWRD prior to the start of the fiscal year. Working with the Marketing Branch, incumbent plans the promotional campaign associated with each event and insures timely roll out of all marketing efforts. In addition, prepares the monthly schedule of events and promotion and advertising of events and activities and presents to Marketing a minimum of two weeks prior to when the material is required.
Frequently interfaces with customers in the facility to ensure they are receiving the highest level of quality service possible. Attend all Advisory groups, NDAAC, QOL, etc. meetings held at the Command and insure that the widest dissemination on upcoming events is provided.
Constantly maintains the highest degree of cleanliness and sanitation of assigned facilities. Ensure that sanitation principles are maintained to Navy standards. Take immediate action to correct any noted discrepancies. In addition to sanitation, Manager is responsible for all janitorial functions within the facilities. If other outside source provides service notify said source of any discrepancies and insure correction action is promptly taken. Assured that all equipment is maintained and safety regulations are followed.
Responsible for repairs and maintenance of assigned facilities. Evaluates need for all maintenance requirements and initiates, monitors and ensures closure of all work requests.
Incumbents must satisfactorily complete all background checks, including a fingerprint check and a National Agency Check with Inquiries (NACI)
Must possess and maintain a valid state driver's license.
Qualifications
Knowledge Required by the Position:
Demonstrates knowledge of management procedures and general business practices related to operational management of programs and the effective utilization of facilities and equipment in a DOD environment.
Demonstrates knowledge of DOD military protocol sufficient to present a polished demeanor in a high visibility position. Knowledge and skill in directing the application of management principles, concepts, methodology to a variety of conventional and unusual, difficult and complex assignments, involving the full range of activities including customer service, operations and maintenance, marketing and publicity, personnel and financial management, improvements, and merchandise and equipment management.
Demonstrates skill in developing directives, instructions, and procedures regarding the administration of activities and utilization for facility resources. Skill in conducting surveys and audits to identify program deficiencies; determining impact of changes lo the services provided the patron community and repairs to the facilities and equipment; or other corrective measures.
Education
A four-year degree with a business, hospitality or similar degree from an accredited college or university and knowledge of the military/civilian environment associated with working in the Department of Navy is highly desirable.
