Duties

Serves as the senior executive responsible for the strategic leadership, governance, and operational management of enterprise-wide information technology (IT) services supporting Treasury Common Services Center (TCSC) operations. Directs day-to-day IT infrastructure, applications, cybersecurity, and service delivery functions, ensuring the security, continuity, modernization, and performance of mission-critical systems in alignment with Treasury and Departmental CIO policy and strategy.

Leads enterprise IT governance and ensures compliance with federal statutes and mandates, including FITARA, FISMA, and OMB Circular A-130. Oversees the full life-cycle management of enterprise application and infrastructure services, including sourcing, development, implementation, performance management, and cost optimization. Establishes measurable cost and performance standards aligned with Treasury enterprise reporting requirements.

Provides executive oversight of a diverse IT workforce, driving organizational effectiveness, workforce development, succession planning, and innovation. Champions digital transformation initiatives leveraging cloud computing, artificial intelligence, data analytics, and emerging technologies to enhance enterprise service delivery.

Represents TCSC in interagency and industry forums and advises senior leadership on IT investment planning, cybersecurity risk management, and continuity of operations to ensure secure, resilient, and mission-focused technology services.

Qualifications

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ1 - Demonstrated executive leadership experience establishing and directing enterprise-wide information technology strategies, governance frameworks, and service delivery programs for a large, complex organization. This includes ensuring compliance with applicable federal laws, regulations, policies, and standards; aligning technology investments with mission and business priorities; and delivering secure, reliable, and customer-focused IT services that advance organizational performance and mission outcomes.

TQ2 - Demonstrated executive experience leading enterprise-wide digital transformation and business modernization initiatives, including re-engineering business processes, integrating artificial intelligence, managing organizational change, and resolving complex operational and cybersecurity challenges. This includes overseeing the planning, development, integration, and protection of mission-critical information systems while improving efficiency, effectiveness, risk management, and organizational performance.

TQ3 - Demonstrated executive-level knowledge of emerging and transformative information technology trends and experience leveraging innovative technology solutions to drive strategic organizational change. This includes advising senior leaders on technology opportunities and risks, fostering innovation, modernizing enterprise capabilities, and implementing technology strategies that enhance mission delivery, workforce effectiveness, and long-term organizational resilience.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

ECQ 1 - Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Leadership Competencies: Fiscal Responsibility, Managing Resources, Leveraging Technology.

ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. Leadership Competencies: Technical Skill, Problem Solving, Agility and Resilience.

ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement.

ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Leadership Competencies: Operational Mindset, Innovation, Strategic Thinking.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

This position does not have a positive education requirement.

Preferred Qualifications: Highly qualified candidates may possess an advanced degree in information technology, cybersecurity, computer science, engineering, business administration, public administration, or a related field, and/or hold relevant professional certifications such as Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Project Management Professional (PMP), ITIL, Federal Enterprise Architecture (FEA), cloud architecture certifications, or equivalent credentials; however, such education and certifications are not required conditions of eligibility or appointment.

QRB certification is not required for non-competitive candidates, including current or former career SES members and SES Candidate Development Program (CDP) graduates.
