Major Duties - Administrative Support Assistant (OA), GS-0303-06

  • Resolves clerical issues and problems with correspondence for a park or program office.
  • Resolves clerical issues and problems with the submission of travel authorizations and vouchers.
  • Assists in the receipt, storage, issue, and replenishment of a wide variety of supplies, forms, and/or publications for a park or program office.
  • Tracks and reports on accountable property, to include vehicles, tools, computers, copy machines, firearms, ammunition, and other types of non-expendable and expendable equipment.
  • Tracks and reports on time and attendance data.
Major Duties - Administrative Support Assistant (OA), GS-0303-07
  • Provides accurate and reliable information on the administrative functions of the park, headquarters, regional office, or center.
  • Provides advisory service on the basis of personal knowledge or on the basis of personal research in the guidelines or contacts with the offices and individuals at other parks or at higher levels within the National Park Service.
  • Collects data for the unit's operating budget and consolidates material into an annual unit budget to include setting up controls to monitor expenses during the year and recommend budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds.
  • Serves as advisor to the unit on procedures for the procurement of goods and services, and within delegated authority purchases supplies, equipment, and services for the unit utilizing a purchase card or a blanket purchase agreement under micro-purchase authorities.
  • Provides human resources information and assistance to the unit. In that regard assists with the preparation of position descriptions, organization charts, and prepares requests for personnel action.
  • Serves as the primary administrative point of contact for the unit.
Duties will be developmental in nature when filled below the full performance level.

Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility.
  • You may be required to work overtime.
  • Must type at least 40 words per minute.

  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
As a condition of employment for accepting this position, you will be required to serve a 1 year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider:
  • your performance and conduct;
  • the needs and interests of the agency;
  • whether your continued employment would advance organizational goals of the agency or the Government; and
  • whether your continued employment would advance the efficiency of the Federal service.
Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized. In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

SELECTIVE FACTOR: This position performs administrative work and a typing speed of 40 words per minute (WPM) is required. You must certify your typing speed in the Assessment Questionnaire. Failure to provide this information will result in you being determined ineligible.

To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement in addition to the Selective Factor above.

EXPERIENCE: At least one year of specialized experience equivalent in level of difficulty and responsibility to at least the GS-05 grade level in the Federal service that has equipped me with the knowledge, skills, and abilities to perform successfully the duties of this position. This experience may include performing clerical and administrative support duties in an office setting for a park or program office to include independently resolving recurring clerical issues in areas such as correspondence, travel, supply, property, fleet, payroll, and/or budget; processing a wide variety of administrative transactions in automated systems; tracking and reporting information in logs, spreadsheets, databases, or automated financial/property systems; and interpreting and applying established administrative rules, regulations, and procedures to resolve routine problems. Experience should demonstrate the ability to use office automation systems, prepare documents and reports, and maintain organizational records. You must include hours per week worked.

To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement in addition to the Selective Factor above.

EXPERIENCE: At least one year of specialized experience equivalent in level of difficulty and responsibility to at least the GS-06 grade level in the Federal service that has equipped me with the knowledge, skills, and abilities to perform successfully the duties of this position. This experience must include performing complex administrative support and staff assistance duties to include providing advisory services on administrative processes; collecting, consolidating, and analyzing data for operating budgets; monitoring obligations and expenditures and recommending adjustments; serving as a technical resource on travel and financial procedures; advising on procurement and property management and preparing purchase documents; coordinating with human resources on actions and requirements; serving as primary timekeeper and resolving payroll discrepancies; AND independently applying a broad range of administrative guidelines, policies, and procedures to resolve varied issues. Experience must demonstrate the ability to work independently, apply judgment to administrative problems, and support multiple functional areas such as budget, acquisition, property, Human Resources, and office management. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months.
