 Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

Established in January 2022, the CAO’s House Digital Service (HDS) helps solve the unique technology challenges experienced by Member, Committee, and Leadership offices in Congress. From application design and development to data analysis and identifying the latest technological solutions, HDS's mission is to make sure the People’s House is working efficiently for the American people.

HDS member services interns will assist the HDS team in their work, meeting with Member and Committee office staff to conduct user research to discover their needs and challenges, educate staffers on HDS products and services, participate in working groups and listening sessions, gather feedback and suggestions for new and existing digital products, and collect and analyze data on product usage.

The position does not have day-to-day supervisory/managerial responsibilities.

Primary Duties/Responsibilities:

  • Conduct user research with Member, Committee, and Leadership office staff to understand workflows, technology needs, pain points, and opportunities for improvement.
  • Support outreach and engagement with congressional staff by helping educate offices on HDS products, services, and available digital resources.
  • Assist with planning, coordinating, and documenting working groups, listening sessions, stakeholder meetings, and product feedback sessions.
  • Gather, organize, and synthesize feedback from House staff to help inform improvements to existing digital products and identify opportunities for new tools or services.
  • Collect and analyze product usage data, survey responses, and other engagement metrics to help the HDS team evaluate adoption, effectiveness, and user satisfaction.
  • Performs other official duties as assigned.

Qualifications

Minimum Qualifications:

  • Demonstrated interest and/or experience in public service, including prior experience in a Congressional office, government agency, civic organization, or public-sector setting.
  • Strong attention to detail and the ability to produce accurate, well-organized work.
  • Ability to work collaboratively as part of a team in a professional, fast-paced environment.
  • Willingness to take initiative, ask thoughtful questions, and contribute creative ideas.

Preferred Qualifications:

Preference given to recent college graduates or those soon-to-graduate who have demonstrated interest and/or experience in legislative operations and the day-to-day workings of the House of Representatives, and those with interest in or experience with agile software development practices such as human-centered design, user research, and user acceptance testing.

Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
