Duties

Help
  • You will monitor the timely delivery of message traffic between communications facilities, aircraft and Afloat forces.
  • You will ensure the availability and functionality of the TCF telecommunications equipment system to include the Automated Network Control Center.
  • You will monitor, patching, and operating digital, analog, audio, and optical circuitry within a Technical Control Facility (TCF) or similar network operations center.
  • You will be configuring, troubleshooting, and maintaining High Frequency (HF), Super High Frequency (SHF), Ultra High Frequency (UHF), and Extremely High Frequency (EHF) satellite communications systems.
  • You will experience initiating outage reports, Hazardous Conditions (HAZCONs), and system health checks to resolve complex telecommunications network issues.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Must possess and maintain a valid driver's license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You must obtain the required credentials within 6 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF specialty area 47.
  • This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) in specialty area 411, and as a condition of employment, the incumbent of the position is required to maintain qualifications.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: 1. Telecommunications Operations: Experience monitoring, patching, and operating digital, analog, audio, and optical circuitry within a Technical Control Facility (TCF) or similar network operations center. 2. SATCOM & Network Management: Experience configuring, troubleshooting, and maintaining High Frequency (HF), Super High Frequency (SHF), Ultra High Frequency (UHF), and Extremely High Frequency (EHF) satellite communications systems. 3. Cryptographic Handling: Practical knowledge of Electronic Key Management System (EKMS) / Communications Material System (CMS) procedures, including operating cryptographic equipment and executing secure communication protocols. 4. Incident Response & Reporting: Experience initiating outage reports, Hazardous Conditions (HAZCONs), and system health checks to resolve complex telecommunications network issues

This position is within the Work Category Technician and Admin Support at Work Level II, Series and Grade GG-09.

Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology:

Master's or equivalent graduate degree.

or

2 full years of progressively higher level graduate education leading to such a degree.

or

LL.B. or J.D., if related.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.
