Summary

farmers, ranchers, and forest landowners for crop insurance, conservation programs and technical assistance and credit and commodity programs, and disaster programs.
Applications will be accepted only from current permanent USDA employees with competitive status; and CTAP/RPL eligible candidates and permanent Farm Service County Office employees.
Works closely with the designated state leadership team to provide leadership and coordination of farm bill program delivery, especially for the RCPP, EQIP and CSP programs which also include landscape/watershed initiatives.
Provides leadership, guidance, and support for Programs (P), including the Environmental Quality Incentives Program (EQIP), Conservation Stewardship Program (CSP) and Regional Conservation Partnership Program (RCPP).
Keeps the state Leadership Team informed of major Conservation Programs implementation as directed by the designated state leadership team.
Provides leadership for coordination among area and state technical/program specialists to support the implementation of the Farm Bill Conservation Programs.
Coordinates and develops Conservation Program implementation training, both internally to NRCS and externally to clients and partners as directed by the designated state leadership team.
Perform duties in a supportive manner of a safe and healthy work environment. The incumbent exercises caution and maintains all safety requirements when exposed to dangerous objects, chemicals, and extreme temperatures.

Basic Requirement: GS-0401/0457:
FOR Occupational Series 0401 Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major in agriculture, natural resources, chemistry, Biology, plus appropriate experience or additional education.
FOR Occupational Series 0457
Degree: soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. OR
Combination of education and experience: at least 30 semester hours in one or more of the disciplines as shown in A above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education listed below.
Specialized Experience Requirement
Must possess at least one year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through federal service, examples of specialized experience include: Experience in analyzing natural resource factors and interpreting related social and economic conditions; Extensive experience in devising and implementing cohesive, short- and long-term conservation plans or comprehensive, integrated resource development projects; designing and conducting feasibility studies for conservation projects; and formulating major resource conservation cost-sharing proposals; experience in clearly explaining and describing soil and water conservation issues, problems, and solutions to diverse groups of rural and community landowners, residents and agribusiness representatives in writing and orally; successfully advising and motivating individuals and organized groups of landowners and representatives of governmental agencies in the evaluation of conventional soil erosion problems, water quality and control conditions, and different local government jurisdictional roles; experience in preparing land and water treatment plans, measures, and techniques and recommending their adoption; attainment of annual plan of operation objectives, and promoting agency credibility among program in a rural and, or urban area.
For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service.
