Summary

This position is part of the Defense Human Resources Activity. The incumbent will work under the general supervision of the Deputy Director, DPAC, and exercises considerable independence in planning, designing, and carrying out projects, studies, and other assignments. The incumbent is a recognized expert and is responsible for providing authoritative advice and consultation to senior leadership within and outside the organization.

Duties

Help

As a Social Science Specialist at the GS-0101-12/13 some of your typical work assignments may include:

  • Act as a key advisor and liaison between technical research teams and senior organizational leaders.
  • Serve as an expert consultant to internal research teams, providing guidance on data visualization, science communication, and data sharing best practices.
  • Translate complex analytical products into actionable recommendations and high-impact briefings for senior leadership and other stakeholders.
  • Cultivate and manage relationships with stakeholders across the enterprise to understand research needs and represent the organization's analytical capabilities.
  • Oversee the technical integrity of enterprise-wide surveys, ensuring valid and reliable measurement of psychological and social phenomena and alignment with federal statistical policies and standards.
  • Develop and implement comprehensive strategies for disseminating research findings through symposia, conferences, and other channels.
  • Lead and coordinate cross-functional project teams, developing comprehensive project plans and ensuring the timely completion of critical milestones.
If selected at the GS-12, the above duties will be performed in a developmental capacity.

Qualifications

You may qualify at the GS-12 grade level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:

  • Leading or coordinating research projects, including developing project plans, monitoring milestones, and adapting to changing requirements.
  • Applying social science research methods and principles to analyze workforce, organizational, or policy-related issues.
  • Translating complex scientific or technical findings into clear, actionable recommendations for leadership or diverse audiences.
  • Providing expert consultation or technical review on research methodology, survey design, or data analysis to ensure compliance with standards.
  • Cultivating relationships and negotiating research requirements with internal and external stakeholders.
You may qualify at the GS-13 grade level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
  • Directing large-scale research programs or a portfolio of complex projects, which includes developing and executing research plans, allocating resources, and advising senior leadership on research priorities and implications of research findings.
  • Applying advanced quantitative and/or qualitative methodologies to analyze and resolve novel or poorly defined workforce, organizational, or policy challenges, resulting in findings that shape strategic decisions.
  • Translating highly complex and technical research findings into strategic, actionable recommendations to inform policy and guide decision-making for senior executive-level leaders.
  • Providing authoritative consultation and technical oversight for major research programs, ensuring methodological rigor and compliance with federal regulations and statistical standards (e.g., Paperwork Reduction Act, OMB guidance).
  • Developing and implementing strategies for stakeholder engagement, representing an organization's research capabilities, and negotiating with senior leaders to define and align on research requirements that significantly impact the mission objectives of stakeholders.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0101 series.
  • Degree in behavioral or social science; or related disciplines appropriate to the position OR
  • Combination of education an experience that provided the applicant with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR
  • Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.
