Specific duties include:

  • Evaluate and provide input for efficient utilization of space to include floor plans and design, ensuring proper cubicle design and required infrastructure.
  • Provide property management services including facilities, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture.
  • Assist with the fleet management program by coordinating day-to-day functions by documenting and authorizing operators, scheduling utilization and maintenance, and submitting required reports.
  • Conduct fact-finding or analyses to determine facility requirements based on RO organizational needs, service deficiencies, and appropriate resolutions to identified issues.
  • Manage Personal Identify Verification (PIV) system roles, to ensure proper issuance of PIV cards. Acts as the PIV liaison as required.
  • Evaluate and provides input into security plans and reports. Coordinates building security with appropriate authorities. Produces all reports associated with security.
  • Coordinate with acquisition personnel in acquiring office supplies and equipment, stores and distributes office supplies and equipment, and conducting inventories.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/29/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-11 position you must have served 52 weeks at the GS-9 level.
  • If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-11 (or higher) and the promotion potential of your current position must be at least None.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-11 Grade Level:
Specialized Experience: One (1) year of Specialized Experience equivalent to at least the next lower grade level (GS-09). Specialized experience is defined as:
  • Developing and interpreting administrative policies and requirements and reviewing the work of other team members.
  • Assisting with any facility issues, equipment, service operation design projects; and analyzing and assessing the efficiency and effectiveness of various administrative programs.
  • Renovation of existing office space, relocation of a team and/or office, facility improvements, workspace adjustments, and/or minor construction, etc.
  • Administering government regulations relating to environmental, health, safety, and/or security standards which can be gained through such activities as conducting safety and/or security inspections, assisting or monitoring a safety and/or security program, and/or identifying and/or resolving safety and/or security deficiencies.
  • Experience analyzing use of space and facilities, safety and/or security inspections, and/or minor construction budgets, etc. and advising management accordingly.
  • Property management, inventory of supplies and/or equipment, procurement of supplies and/or equipment, and/or vehicle management, etc.
Education Substitution: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, is qualifying for GS-5 level positions.

Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. One full academic year of graduate-level education is creditable for GS-7; 2 years or a master's or equivalent graduate degree is creditable for GS-9; and 3 years or a Ph.D. or equivalent doctoral degree is creditable for GS-11.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required
