  • You will serve as a Cybersecurity Incident Response Center (CIRC) Specialist performing at the entry/developmental capacity to support cyber defense incident handling and analysis and reporting.
  • You will complete on-the-job and formal training designed to equip you with the knowledge and skills necessary to perform basic activities that will lead up to the next grade level in your career progression.
  • You will perform assignments under close supervision and guidance that are associated with monitoring and investigating of cybersecurity events and incidents within a network environment.
  • You will learn and gain experience in research, technical skills, and analytical skills.
  • You will learn and gain knowledge of the Intelligence Community and the role of cybersecurity in Naval Intelligence.

  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Some travel may be required (CONUS/OCONUS).
  • This position is designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) primary work role of 531 - Cyber Defense Incident Responder.
  • As a condition of employment, the incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
  • The incumbent must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
  • An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
  • The incumbent must obtain the required credentials within 12 months of appointment and maintain credentials as described in SECNAV M-5239.2 for DCWF role of (531) proficiency level (Basic).
  • For more information, review SECNAV M-5239.2 Chapter 3, paragraph b (1) (g) 1. Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from Federal service.

Qualifications

This position requires one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:

GG-7 grade level:

1. Assist in performing routine operations in support of cyber defense incident response, focusing on basic detection, analysis, and data gathering under the guidance of senior personnel.
2. Participate as a team member within Defensive Cybersecurity Operations (DCO), communicating with internal staff to support the execution of established security incident management procedures.
3. Monitor web and email content filtering systems and assist in standard data loss prevention activities according to established guidelines.
4. Gather data and provide foundational analysis to support internal technical teams in the resolution of security incidents.

OR

Successful completion of a bachelor's degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, and your education has equipped you with the competencies/knowledge, skills, and abilities necessary to do the work of this position as described in the job opportunity announcement.

OR

Successful completion of 1 full year (18 hours) of graduate level education from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.


GG-09 grade level:


1. Perform standard operations in support of cyber defense incident response, including initial detection, analysis, and containment of security incidents using established playbooks.
2. Collaborate with Defensive Cybersecurity Operations (DCO) team members and internal stakeholders to coordinate response activities and recommend improvements to incident management processes.
3. Configure, monitor, and maintain web and email content filtering systems and execute data loss prevention policies on items of interest.
4. Analyze security incident data and draft technical reports or action plans to assist in the resolution of security incidents.
OR

Successful completion of a master's or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Successful completion of 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). GG-07 Salary: $81,901 to $111,935
GG-09 Salary: $94,909 to 129,717

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Shift work required (24-hour/7-day operations, rotating shifts from 9 to 13 hours). Day/night determined after hiring. Weekend/Night/Holiday differentials authorized.
