This Statistician (Education) position is located in the U.S. Department of Education (ED), Institute of Education Sciences (IES), National Center for Education Evaluation (NCEE) in Washington, DC. As a Statistician (Education), GS-1530-15, you will be responsible for:
• Leads the design and execution of a portfolio-wide strategy for rigorous program evaluation relevant to the scope of responsibility of the U.S. Department of Education and responsive to applicable law and regulation. 
• Serves as senior expert to National Center for Education Evaluation (NCEE) and Institute of Education Sciences (IES) leadership and other internal/external stakeholders on all facets of the Department's evaluation portfolio, including current and planned work. 
• Serves as Contracting Officer’s Representative (COR) on multiple  contracts. In conjunction with program leadership, develop project technical specifications, prepare procurement requests, and assist the Contracting Officer (CO) in proposal review, source selection, and other aspects of the procurement process.
• Post-award, monitoring contractor’s technical, managerial, and financial performance through on-site inspections, document reviews, and meetings with key personnel.

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience designing, conducting, and managing program evaluations in K-12 or postsecondary education, of which at least one must be an impact evaluation, including evaluations conducted by contractors.
2. Experience leading the development, publication, and dissemination of statutorily-informed program evaluation standards that apply across multiple local, state, or federal agencies or across multiple divisions within a single local, state, or federal agency.
3. Experiencing chairing local, state, or federal interagency working groups consisting of senior leaders with executing statutory functions: the collection, processing, and protection of statistical data; or the collection and processing of non-statistical data; or program evaluation. 


Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of planning and executing evaluation of education programs and education related interventions.
2.    Ability to navigate high-stakes conversations with senior agencies and senior officials to ensure goals are achieved.
3.    Knowledge of how to monitor and re-compete contracts that have been issued in the education sciences.

Education

This position has a positive education requirement. 

Applicants must meet BOTH the Basic Requirement and the Specialized experience requirements in order to qualify for this position.

Statistician  GS-1530-15

  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  2. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Education cannot be substituted for experience for this position and grade level.
