This position is located in the Air Traffic Organization's Service Center.  The incumbent is a Senior Analyst to the Group Manager and applies experience and expert knowledge of ATO programs, along with knowledge of analytical and investigative techniques, to analyze operational challenges, assess planned and potential new solutions, and recommend solutions.

Duties

Help

This work is critical to the safety of the NAS.  The incumbent is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. 

Serves as a confidential integrator in all aspects of program responsibilities to include, but not limited to, conducting program studies, potential bargaining unit impacts/issues/resolution, operating practices or procedures with a view toward their acceptability within organization/national plans. Identifies problems and devises appropriate courses of action acceptable to management officials and assures effective follow-through within program responsibilities to accomplish desired improvements. 

Creates and maintains channels of communication by interfacing with key stakeholders and a wide range of other external groups. The incumbent must be able to explain, advocate, and express factual information and ideas in a convincing manner to negotiate with groups and individuals internal and external to the Service Center, develop an expansive professional network with other organizations (government and non-government) and identify internal and external issues that impact the work of the Service Center. 

Performs a variety of special and/or sensitive assignments, independently or with the Group Manager, involving research, analysis, development of written materials, and coordination of substantive program issues and activities. 
Applies knowledge of FAA's policies and objectives to identify, define, and organize work for multiple work activities.  Provides advice, counsel, or instruction on work matters.  Identifies potential issues and proposes recommendations for preventive action.  Assures that activities are efficiently carried out and that program objectives are being effectively accomplished.  Assures uniformity and consistency of performance by the Service Center and adherence to national policies. 

Presents briefings to representatives within FAA and to various national/international organizations.  Provides operational expertise in representing the FAA at meetings and seminars. 

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas.  Develops and recommends approaches to address current and anticipated problems and issues.  Works with senior management to identify and resolve problems. 

The incumbent is expected to perform work independently resolving potentially controversial or sensitive issues.  Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures and approaches that take into consideration FAA policies, Government-wide rules and regulations and external concerns. Creates new solutions and policy interpretations as situations require. Works with senior management to identify and resolve problems. 

Final work is subject to review by the Group Manager.  Work is typically reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of national goals and program objectives.

Qualifications

To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is:

  • Experience in communication utilizing air traffic control and/or aviation terminology.
