This position is located in the Compliance Reporting Directorate (CR), Enterprise Chief Information Security Officer (E-CISO), Bureau of Diplomatic Technology (DT/E-CISO/CR), in the U.S. Department of State (DOS). The incumbent serves as a supervisory Information Technology (IT) Cybersecurity Specialist and authority in IT with an emphasis on information security and cybersecurity compliance reporting for DT’s and the Department’s global networks and systems.

Duties

Help
  • Serves as the Office Director in directing Federal and contract employees who manage the delivery of IT program and project management artifacts to support the Department’s cybersecurity compliance reporting process.
  • Oversees a team of Branch Chiefs in formulating division strategies, policies, goals, and objectives. Provides leadership, advice, and guidance to senior leadership and staff in interpreting Government-wide and Department laws.
  • Prescribes, plans, develops, and directs the comprehensive functions, goals, programs, operations, and special projects assigned to the Division, including planning for and managing contractor support needed to carry out functions and projects.
  • Formulates and directs the development, interpretation, and promulgation of policies, standards, practices, systems, and controls governing all aspects of HR’s automated systems.
  • Initiates and maintains liaison and provides representation for the Bureau with Department officials. Represents DT at meetings, committees, and task force groups to examine, study, and discuss information management and system issues.

Qualifications

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (individuals who use or receive the services or products that your work produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (technical, sensitive, controversial); makes clear and convincing oral presentation; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations.

AND Have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. 

Qualifying specialized experience must demonstrate the following:

  • Experience leading strategic and operational planning processes for the management of human resources automated systems.
  • Experience advising on the development of information technology policies and standards.
  • Experience supervising or controlling access to restricted information systems up to the Top Secret level, enforcing compliance with federal mandates,

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies: 

  • Knowledge of information management policies, standards, practices, and systems.
  • Knowledge of strategic planning, performance management, and policy development initiatives. 
  • Knowledge of enterprise level Integrated Personnel Management System (IPMS), including the Global Employment Management System (GEMS), the Overseas Personnel Systems (OPS), and HR Portal applications.
  • Skill in, and ability to, direct the technical design, oversight, maintenance, and enhancement operations for HR's corporate IT system.
  • Ability to provide leadership, authoritative guidance, decision making, and management for an IT program.
  • Ability to liaise and build consensus with internal and external groups.
