Summary

The Expendable Supply Management Specialist (EX-SMS) within VISN 16 Supply Chain Office provides supply operations oversight and support for the Medical Centers located throughout the geographic area covered by the pertinent VISN or program area. Incumbent is responsible for data measurement and management, analyzing major supply chain programs, and developing recommendations to maximize resource standardization, utilization, and overall Supply Chain Management (SCM) acquisition strategies.

Major Duties include, but are not limited to, the following:

  • Analyzes and evaluates the effectiveness of SCM programs or operations on a quantitative or qualitative basis in meeting established national goals and objectives.
  • Evaluates the VISN SCM program against short and long-range objectives
  • Conducts analytical review of VISN and facility Supply Chain operations either in conjunction with VISN Supply Chain Staff or separately, to provide program improvement recommendations based on program analytics findings.
  • Makes recommendations to senior leadership at all levels, including the VCSCO, Facility Chief Supply Chain Officer (FCSCO), and others regarding improvements or opportunities in the service Supply Chain provides.
  • Serves as the backup staff position for the VISN Commodities Standardization Committee, Network Equipment Committee, and other Network Committees as assigned.
  • Plans, initiates, and conducts program studies by establishing meaningful performance metrics, organizational and program reviews, manpower surveys, and work measurement studies to determine the overall effectiveness of major supply chain programs and conformity with accepted management doctrines and assigned mission.
  • Captures relevant data sets, benchmarks, and recommends procedural and workflow improvements to maximize quality acquisition and supply chain strategies. Recommends changes to enhance effectiveness, ensure proper span of control, operational efficiency, and economy of effort.
  • Monitors budget allocation and execution to ensure program objectives. Performs analysis of budget requests by employing cost-benefit analysis, program tradeoffs, and exploring alternative funding methods.

Work Schedule: Monday - Friday, 8:00am to 4:30pm. Subject to change based on the needs of the agency.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/25/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Demonstrated knowledge of VA Supply Chain Management (SCM) and Logistics programs for managing non-expendable and expendable inventories, project management and continuous quality improvement concepts and practices, including the theory of constraints, Lean Management and Six Sigma; Skilled in critical decision-making and policy development for complex process improvements related to the VHA strategic sourcing initiatives; Analyzing and making recommendations concerning the centralization or decentralization of operations; Applies knowledge and skill in adapting analytical techniques and evaluation criteria to measure and improve program effectiveness and organizational productivity; Ability to apply comprehensive knowledge of SCM processes to make recommendations to senior leadership about corrective actions, and Ability to lead in developing comprehensive, time-sensitive, and adequately planned projects designed to meet mission requirements.
Preferred Experience: At least 5 years VA Supply Chain experience, preferably Expendable Inventory Management and operations.
