  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • May occasionally require travel away from the normal duty station.
  • May be required to travel on military and commercial aircraft.
  • Recall to duty may be a requirement of this position.
  • Overtime and/or emergency overtime may be required.
  • Key position, meets all the requirements as a category 4 designation, shall not be vacated during a national emergency or mobilization. Must be removed from the Ready Reserve and cannot become a member of the Ready Reserve.
  • Must be able to obtain and maintain a Secret security clearance
  • Subject to pre-employment and random drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualificaiton Standard for Administrative and Management Positions, and individual occupational requirement for 0391 series.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems, which includes: applying a wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities; using a broad range of operating techniques for standard and unique communications systems; as well as reviewing, analyzing, resolving difficult and complex technical problems involving telecommunication systems, compatibility, circuits, switches, distribution, satellite linkages, and networking.

EDUCATION:
Ph.D degree or equivalent Doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards and operational requirements.
  • Knowledge of performance characteristics of telecommunications equipment, systems, services, and transmission media (to include digital telephone switches and voice mail systems, various copper and fiber optic cabling technologies, current and proposed long-haul telecommunications circuitry and associated circuit actions and local network equipment including servers, routers, hubs, modems and associated peripherals) to evaluate devices, proposals, and approaches.
  • Knowledge of basic electronic theory and operating principles, the application of existing and planned technology to communications requirements, and equipment interoperability and compatibility.
  • Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
  • Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
  • Ability to analyze/apply specialized communication methods and analytical techniques involving telecommunication systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
