The specialized experience requirements for this position are: Qualifying experience for the GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is

Education: Master's or equivalent graduate degree; OR completed two (2) full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related. NOTE: Transcripts must be submitted at the time of application as proof of meeting the education requirement.
OR
Combination of Education and Experience: Applicants may combine education and experience to qualify at this grade level. Applicants must have a combination of specialized experience and education beyond the first year (18 semester hours) of graduate school to qualify for the GS-09. A combination of education and experience may be used to qualify if the computed percentage of the requirements total at least 100%. To compute the percentage of the requirements, divide the total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. NOTE: Transcripts must be submitted at the time of application as proof of meeting the education requirement.

Example of Combining Education and Experience: The position to be filled is a Management Analyst, GS-0343-09. An applicant has 6 months of specialized experience equivalent to GS-07 in the Federal service and one (1) year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education since he/she does not have any graduate study beyond that which is required for GS-07. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (Note: The applicant's first year of graduate study is not qualifying for the GS-09 level because the first year only totals 18 hours).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
