Summary

The primary purpose of the Ambulatory Care Operations Director­-Group Practice Manager (ACOD-GPM) is to provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. The ACOD-GPM is responsible for all ambulatory clinics oversight and integration into an efficient Clinic Practice Management model.

Duties include, but not limited to:

National Program Responsibilities

  • Work with the National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes.
  • Review and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local ACOD-GPMs and communication strategies.
  • Works as part of a national group of ACOD­GPMs to ensure a wide range of local factors are considered in the development of national policies and procedures.
  • Coordinates and aligns system performance measures and goals with system needs and specific requirements of national or VISN cooperative efforts.
  • Review and evaluate local processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through GPM Community of Practice and the national Steering Committee at the national level.
  • Review and evaluate system-wide training plans to optimize local use.
  • Implement a local clinic management system based on national requirements. Propose improvements in national training curriculum for onboarding and sustainment activities.
Veteran Experience Responsibilities
  • Work with Veteran Experience Advocates at the local VAMC to evaluate patient and family concerns regarding the access to services needed.
  • Coordinate efforts with national requirements, including the MyVA alignment.
Supervisory/Programmatic Oversight
  • Serve as the supervisor for a unit engaged in clinic access and data analytics.
  • Subordinate supervisors will only bring forward the most complex cases and concerns to the ACOD-GPM for final determinations.
  • Work with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives.
  • Collect and analyze trended data sets to assist in the allocation of resources.
  • Identify causal interrelationships between the various aspects of ambulatory care and its impact on clinical operations in order to achieve and sustain quality, safe, efficient, and effective ambulatory care.
  • Incorporate Lean management, system redesign, and process improvement based upon knowledge of VHA's and local MyVA organizational philosophy, policies and management principles.
Direction and Long Term (Strategic) Planning
  • Develop both long- and short-term policies and plans for the VAMC.
  • Serve on VAMC strategic planning committee. Assure medical actions and implementation of process changes are assessed for their impact on the healthcare delivery process. Serve on internal and external facility strategic management and planning committees.
Budget Guidance and Approval
  • Develop and maintain annual budget plan and staffing plans for outpatient care.
  • Develop, implement, monitor, and adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints.
  • Allocate all available resources to achieve optimal outcomes in access to care and the Veteran Experience. Perform cost analyses and cost effectiveness studies.
Office Program Planning Work
  • Provide administrative management for ambulatory care clinical support services.
  • This may include interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership on related issues.
Quality/Productivity Goals
  • Provide leadership and direction to promote the development and productivity of all employees supervised.
  • Promote a culture of employee engagement and satisfaction.
  • Evaluate the performance of direct reports and initiate appropriate action in order to reward, guide, or provide counsel.
  • Develop and maintain effective relationships with all clinical and administrative staff.
Due Process
  • Represent management at labor management meetings as directed. Resolve conflicts or problems that may arise with employees, and assure management officials are familiar with the negotiated agreement between parties.
  • Establish and maintain good relations with various groups and organizations, including other hospitals, medical societies, medical schools, colleges and universities, accrediting agencies, public health officials and organizations, volunteer work groups, and the community at large.
Liaison and Communications
  • Act as a liaison or point person for communications with persons and/or groups internal or external to the VAMC, speaking for the principal on Clinical Access issues.
  • Establish a Communication Plan regarding reporting procedures for CPM Access.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Education: Possess an undergraduate or graduate level degree with a Major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration(TRANSCRIPT REQUIRED)

OR

Specialized Experience Requirement: Possess progressively responsible analytical or administrative, or clinical management or supervisory experience in the healthcare field.
This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: * Missions, organizations, programs, and requirements of health care delivery systems; * Regulations and standards of various regulatory and credentialing groups; and * Government-wide, agency; and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.(THIS EXPERIENCE MUST BE DOCUMENTED IN YOUR RESUME.)

In addition, GS-13 Level SPECIALIZED EXPERIENCE REQUIREMENT: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience are: (1) Plan, organizes, direct, and control a program in a healthcare facility. (2) Can use data systems to pull data, export data, and compile data for further analysis. (3) Use of Microsoft Suites to execute administrative functions. (4) Skilled in planning, organizing, and directing team workloads. I understand I will not be considered for this position if not shown in resume.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC quadrad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
