  • Influence the resourcing of projects and teams for a Leasing Division.
  • Monitors performance against established measures and makes appropriate recommendations or changes in program area(s) that balance customer needs, financial performance and sound technical judgment in the realty occupation supervised.
  • Establishes internal policies, procedures and controls to ensure uniformity and consistency in real estate practices among all cognizant organizations working through supervisory real estate contracting officer team leaders.
  • Provides advice and assistance to realty contracting officials on handling unique procurement problems, developing acquisition strategies, innovative solutions, and source selection procedures.
  • Identifies and assigns workload and resources to subordinates, balances workload among subordinates and establishes overall priorities and specific goals and objectives to be achieved.Track progress and quality of performance.

Qualifications

The GS-14 salary range starts at $127,829 per year depending on location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience must demonstrate knowledge and application of Federal, commercial and/or corporate realty laws, regulations, and practices in two or more of the following: 

  • performing project management or lead responsibility for the lease acquisition of 10,000 sf of office or special purpose space including lease construction; 
  • developing and implementing lease acquisition program policy, guidance, or best business practices; 
  • managing, supervising, or leading a federal, commercial, and/or corporate realty function;
  • developing short and long range strategies and plans for optimizing federal lease portfolio and leasing performance; and 
  • developing, managing, administering and/or negotiating realty contracts.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Skill in influencing the allocation of resources (e.g., personnel, budget, and equipment) for projects and teams to meet operational and strategic needs.
  2. Skill in analyzing and evaluating the effectiveness and efficiency of the program in meeting organizational goals and to provide recommendations for improvement.
  3. Knowledge of real estate acquisition or leasing policies, regulations, and procurement procedures to develop innovative regional or national policies.
  4. Knowledge of realty principles and practices, related regulations, methodologies and policies to provide sound and authoritative technical guidance on all issues related to lease management and lease procurement.
  5. Ability to supervise or lead teams, manage work assignments and analyze/evaluate job performance.
