Duties

Help
  • Plans and executes strategic human capital projects to support organizational objectives and improve program effectiveness.
  • Develops and improves processes and procedures to monitor the efficiency and productivity of human capital programs.
  • Resolves complex human capital management issues by researching and applying federal laws, regulations, and policies.
  • Advises management on the full range of hiring and staffing processes for both competitive and excepted service positions.
  • Develops internal policies and procedures for the organization’s human capital areas, including recruitment and staffing.
  • Prepares and presents reports and briefings on program status to advise senior leadership and recommend courses of action.
  • Manages confidential and high-priority assignments related to sensitive human capital matters.
  • Serves as POC with senior leadership for sensitive and urgent Human Capital Matters.
  • Serves as the primary liaison as it relates to the Human Capital program areas.
  • Represents the Defense Health Agency (DHA) in high-level meetings concerning workforce planning, analysis, and structuring.

  • This position requires travel up to 10% of the time.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:

1) Experience analyzing human capital programs to evaluate their effectiveness, efficiency, and productivity;

2) Experience developing internal recruitment and/or staffing policies to ensure organizational compliance in accordance with regulations, policies, and procedures; AND

3) Experience preparing program briefings to advise leadership on human capital initiatives.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).

Practitioner (Formerly Level II)
Back to Basics Update: This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.

Defense Acquisition Workforce Improvement Active Career Field. DOD Position Certification Level and Training Requirements. All Acquisition Workforce Positions Mandated in Title 10, USC, Section 1723. DoD 5000.52-M, DOD Acquisition Career Development Program contains specific requirements for acquisition categories and grade/level. This is a Defense Acquisition Workforce position. The employee must meet the DODI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position Conditions of Employment data filed in the header of the PD/PRD.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
