Duties

Help
  • You will be responsible for several information systems security networks, which the combined number of network nodes is over five hundred.
  • You will function as the Command's focal point and principal advisor for cybersecurity matters on behalf of the Chief of Staff.
  • You will develop, implement, and maintain the USFF cybersecurity Program for all networks/systems operated within USFF HQ.
  • You will perform detailed and complex analysis of hardware, operating systems, data communications and applications to determine adequacy of cybersecurity safeguards for the USFF networks/systems.
  • You will be responsible as the Information Systems Security Manager for conducting and ensuring a Risk Management program is implemented within the command.
  • You will perform cyber security risk Assessment analysis for hardware, software, data communications and design countermeasures proposed for or in operation at USFF.
  • You will approve the use of security solutions for cybersecurity and implementations of procedures to execute the solution.
  • You will be the command Information Systems Security Manager (ISSM).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position.
  • You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722/Information Systems Security Manager level Advanced within 12 months of appointment.
  • An annual 20 hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor.
  • Participate in continuous professional development program as described in DoDM 8140.03.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Extensive knowledge of Department of Defense (DOD) Cybersecurity policy and instructions including the Risk Management Framework (RMF) process, cyber incident response procedures, and the Defense Cyber Workforce program.
  • Knowledge of data sources, data flow, and system architecture and interfaces of existing and planned systems supporting USFF. In addition, in depth knowledge of National DoD and DoN cybersecurity programs and policies.
  • Experience conducting detailed and complex analysis of computer system hardware and software to advise and validate cybersecurity architecture, design, development, and management of classified and unclassified networks supporting the US Fleet Forces Maritime Operations Center (MOC).
  • Experience directing and coordinating the efforts of other personnel in compiling, organizing and analyzing large quantities of information.
  • Experience preparing detailed and informative system specifications.
  • Experience developing Standard Operating Procedures, program plans, policies and standards and interpreting metrics for the evaluation of IT program effectiveness and efficiency.
  • Experience applying total infrastructure protection environment; systems security certification and accreditation and DON systems security protocols.
  • Knowledge of methods for evaluating, implementing and disseminating IT security tools and procedures.

Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
