Duties

Help

1. Provides analysis, evaluations, and technical assistance to senior Treasury officials with respect to initiatives related to international coordination and mission support. Ensures that all such analyses are thorough, accurate, and authoritative, and makes recommendations concerning the relative benefits and risks associated with such options and strategies.


2. Formulates, plans, and recommends appropriate program changes related to international coordination and mission support. Consults with and furnishes authoritative advice to other Treasury staff in the development or expansion of programs affecting the mission.


3. Consults with the Department of State, foreign partners, and multinational bodies regarding cybersecurity and resilience. Specifically, the incumbent is responsible for Treasury's engagement as senior U.S. Representative on the Group of 7 Cyber Expert Group; Treasury's bilateral engagement with globally strategic partners; and the coordination of national financial authorities with international standard-setting bodies such as the Financial Stability Board to coordinate regulatory, supervisory, and other financial sector activities.


4. The incumbent heads OCCIP's responsibilities as described in the Introduction and provides the office with executive leadership and oversight in these areas consistent with the direction of the DAS. The incumbent supervises, manages, and directs staff to accomplish these functions of the office. The incumbent also leads the mission support function of the office in a way that enables OCCIP to execute its mission. This includes overseeing the office's activities related to budget formulation, planning, and execution; contracting and procurement; hiring and other human capital functions; information technology support; and oversight of the private sector clearance program.

Qualifications

There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs).

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ1 - Demonstrated extensive knowledge and experience working on information technology in the government or financial sectors. Ideally, the candidate would have served as a chief information security officer, chief risk officer, chief information officer, or similar role at a government agency or financial sector entity.

TQ2 - Demonstrated extensive experience with and a deep understanding of a broad range of existing and potential cybersecurity and physical threats and vulnerabilities, and the associated tactics, techniques, and procedures used to infiltrate and disrupt critical infrastructure in the financial services sector.

TQ3 - Demonstrated experience evaluating and applying policies, statutes, and regulations relating to cybersecurity and other hazards posing threats to the resilience of the financial services sector.

TQ4 - Demonstrated experience that demonstrates senior leadership, including strategic planning, administration, project management, and human resources management.


EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. Leadership Competencies: Accountability, Developing Others, Executive Judgement.

ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Leadership Competencies: Operational Mindset, Innovation, Strategic Thinking.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

This position does not have a positive education requirement.

Preferred Qualifications: Highly qualified candidates may possess executive-level experience leading cybersecurity, critical infrastructure protection, financial sector resilience, international engagement, risk management, or related programs within government, the financial services sector, or other critical infrastructure environments. Relevant education in cybersecurity, information technology, public policy, international affairs, national security, business administration, public administration, or a related field may be beneficial. Such experience and education are not required conditions of eligibility or appointment.
