Summary

This position is in Education Service (EDU). The Service has department wide responsibility for activities relating to administering VA educational assistance programs to Veterans, Servicemembers, National Guard and Reserve members, and eligible dependents for their military service to the Nation. This mission is accomplished by providing financial assistance, generally in the form of monthly benefit payments, as mandated in Title 38 and Title 10, United States Code.

This vacancy is open to the indicated hiring paths and those living in Washington DC commuting area. Veterans eligible under Veterans Employment Opportunity Act (VEOA), 30% or More Disabled Veterans and current permanent VBA employees holding the GS-14 or higher and seeking non-competitive reassignment/change to lower grade need not to live in the local commuting area to be considered but would be expected to live in the local commuting area and report to the Washington, DC office if selected.

Help

Specific duties include:
Leads a unit or team of employees performing work at the GS-13 level. Provides guidance and technical direction necessary for accomplishing the work of the unit or team.

Performs Analytical and evaluative work associated with line and/ or program activities. Researches, learns, and applies a wide range of qualitative and/ or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency, and work products.

Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution or work assignments, and similar functions of management.

Analyzes management techniques, processes, and styles for improving organizational effectiveness. Analyzes agency-wide programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish objectives south and whether they provide controls necessary for sound management. Various analytic techniques are used, any of a complex nature.

Evaluates, processes, or makes recommendations for effective organizational changes. Serves as team leader for region-wide studies or projects with significant organizational change. Facilitates team or unit processes by working in collaboration with team members or employee to ensure that tasks are completed, that good working relationships among team members and within management are maintained, and that team priorities and goals, needs, and achievements are coordinated with management.

Plans, organizes and directs the utilization of financial and staff resources. Monitors use business resources for a complex product or service line.

Performs program management activities and managers stakeholder projects that impact central office and field office operations. Formulates and recommends plans, policies, directives, and guidelines, and/or procedures necessary to effectively administrator the stakeholder program. Evaluates impact and effectiveness of stakeholder strategies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/22/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (unless if in the commuting area and eligible for a non-competitive hiring authority such as Schedule A, VRA, or 30% or more disabled Veterans).

  • For a GS-14 position you must have served 52 weeks at the GS-13 level
  • If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14 (or higher) and the promotion potential of your current position must be at least GS-14.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. These requirements also apply to former Federal employees applying for reinstatement and those applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:

Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience demonstrating all the following:
  • Experience developing stakeholder engagement strategies and initiatives.
  • Experience providing guidance and support to internal and external stakeholders.
  • Experience developing executive briefings, reports, and recommendations for senior leadership.
  • Experience developing and evaluating stakeholder engagement activities and outreach programs.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.

Supervisory Situational Judgement Test: Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment, decision-making, and leadership competencies associated with effective supervision in a Federal work environment. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. This assessment is required for all applicants.
