This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Budget Analyst at the NH-0560-2 broadband level, some of your typical work assignments may include:

  • Research laws, policies, regulations and reference material analysis information, selects appropriate approach and recommends corrective action for program efficiencies.
  • Work with program office and other stakeholders to ensure compliant execution of Agency funding.
  • Apply data analysis techniques to identify efficiencies and improvements in Agency financial operations.
  • Leverage knowledge of financial databases and related acquisition, property, and other business systems to improve operations, reporting, and traceability of business transactions.

Qualifications

You may qualify at the NH -02 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-01/GS-04 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:

  • Research and analyze information related to the federal budget process to support budget formulation and execution
  • Experience with budgeting requirements by allocating, monitoring, and analyzing budgets in compliance with statutory/ regulatory guidance
  • Apply the DoD Planning, Programing, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities., OR
B. Successfully completed a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university., OR

C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
