Major duties include, but are not limited to:

Administrative Management:

  • The incumbent must have knowledge of computers, printers, VistA, transmission and the planning of additional hardware and software. Duties also include involvement in planning Automated Data Processing (ADP) functions and telephone needs within the REC ICC. Incumbent must have knowledge in and be able to assume the responsibility for formulating and administrating policies and developing or coordinating directive material implementing these policies. The incumbent will provide support across REC programs as needed and assigned. Knowledge required of orienting/training new professional staff members to the REC ICC and to VA procedures and policies. Incumbent must be knowledgeable regarding policy and procedural interpretations of guidelines. The incumbent is responsible for developing short and long-range plans, conducting systematic reviews, and assuring documentation and reporting of REC ICC transactions, activities, workload, etc. The incumbent has knowledge of the policies and procedures governing these sections and programs and is responsible for reviewing new or proposed regulations for impact on the programs before implementation.
  • Performs a variety of interrelated, non-standard assignments involving a wide range of problems. These include identification and interpretation, as well as implementation, of procedural regulations and revisions of statements regarding such matters.
Quality Management/Performance Improvement:
  • The incumbent is responsible for assuring the quality review of records and coordinates these activities with the Performance Improvement (PI) External Peer Review Program (ERPP) department. Actively promotes PI and EPRP in the inpatient and outpatient setting. Ensures through monitoring, evaluation, and appropriate assignment of reviews that quality and appropriate patient care is provided throughout the service.

Budgeting/Financial Management Work:
  • The incumbent is a Control Point Official for all REC ICC control points and is responsible for implementing and maintaining several contractual agreements that provide service to our veterans and service. The incumbent is responsible for authorizing all expenditures annually. Incumbent serves as the point of contact for these arrangements and resolution of problems that may arise in carrying out these contracts. Incumbent is the certifying official for invoices presented by vendors. Plans, formulates, and implements budget requirements which include contracting for residential treatment facilities, transportation, and communication expenditures, as well as miscellaneous expenditures related to the treatment of veterans in REC ICC programs. Monitors resource utilization, prioritizes needs, effecting changes in view of available resources. Prepares annual budget requests and must have knowledge in the development and management of budgets. Is responsible for analyzing workload, costs, and reviewing overall resource utilization using sound fiscal judgment.
Personnel Management:
  • Directs the personnel management program for the REC ICC, performing or overseeing full range of human resources requirements in partnership with REC ICC leadership and REC ICC supervisors. Performs the full range of personnel management and administration and acts as a liaison with the REC ICC and Human Resource Management Service concerning personnel-related matters. Provides advice and assistance to staff concerning Federal and agency personnel processes and procedures.
Space and Supply Management:
  • The incumbent is responsible for reconciliation and administering of the Consolidated Memorandum Receipt (CMR) account for the REC ICC and for prompt reporting of excess equipment to Acquisition and Material Management Service. The incumbent is responsible for providing assistance for the procurement and maintenance of equipment and facilities. Incumbent must secure proper justification when submitting supply requisitions and is responsible for a system of documentation and control over signature authority for procurement and receipt of supplies and services. Incumbent is responsible for developing a program of equipment purchases with the goal of replacing equipment in a scheduled manner.

Clinical:
  • Collaborates with Chief of Occupational Therapy regarding aspects of clinical and administrative OT services in the REC ICC, including those conducted by trainees and staff.
  • Consults with and serves as a resource for other stakeholders regarding the need for and development of OT services, education, treatment planning, and utilization of evidenced based treatments and clinical practice guidelines.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education and/or Experience.
    • (1) The individual must meet at least one of the following requirements below:
    • (a) Bachelor's degree in occupational therapy and two (2) years of experience as an occupational therapist; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy. or
    • (b) Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy. or
    • (c) Master's Degree or higher in occupational therapy.
    • (2) Individuals must be a graduate of a degree program in occupational therapy approved by the ACOTE or predecessor organizations. This is inclusive of an internship (supervised fieldwork experience required by the educational institution). ACOTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation. Degree programs may be verified by contacting the American Occupational Therapy Association website or at their office address: American Occupational Therapy Association, P.O. Box 31220, Bethesda, MD 20824-1220.
  • Certification. Candidates must possess a current NBCOT certification as an OT.
  • State Licensure. Candidates must possess] a full, current, and unrestricted state license [ ], to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia.
  • English Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f).

Grade Determinations:
Occupational Therapist (Program Coordinator), GS-13

Education, Experience, and Licensure. Completion of one year of experience equivalent to at least the GS-12 grade level and directly related to the position being filled.

In addition to the experience above, the candidate must demonstrate all the following KSAs:
(a) Knowledge of contemporary occupational therapy within specialty area to provide clinical guidance, training, or education for internal and external stakeholders.
(b) Ability to set priorities, delegate tasks, meet multiple deadlines, and balance responsibilities.
(c) Ability to articulate and communicate the assignment, project, problem to be solved, actionable events, and objectives; as well as provide direction on work methods, practices and procedures in administration and/or education methodologies.
(d) Ability to monitor and report on the status and progress of work, evaluate the program to ensure that methods, deadlines and quality have been met, and ensure adjustments to the work process are in accordance with priorities.
(e) Ability to develop and coordinate treatment and/or educational programs within a concentrated field or specialty area, such as amputee, spinal cord injury, chronic pain, student clinical education/residency programming, polytrauma/traumatic or brain injury.
(f) Ability to effectively motivate and manage a diverse clinical staff with widely divergent backgrounds, interests, and points of view.
