Duties

Help

As the Senior Advisor for Program and Execution, you will be an authoritative expert and key advisor to senior Department of the Air Force (DAF) leadership on the implementation of strategic acquisition objectives for the nation's most critical space programs. In this role, you will:

  • Serve as a recognized authority for the strategic leadership of the new SAF/SQ mission, accelerating the acquisition and delivery of resilient, integrated space capabilities to the warfighter.

  • Advise and inform the creation, development, and delivery of next-generation space capabilities by integrating advanced technology and processes to solve critical operational needs.

  • Provide authoritative technical and programmatic evaluations and independent assessments of program execution against cost, schedule, and performance baselines.

  • Leverage expert budgetary and programmatic skills to build consensus toward the development and implementation of reliable and cost-effective solutions for space capabilities.

  • Establish and maintain working relationships to identify and resolve critical program issues involving the Intelligence Community, other federal agencies, and international partners.

  • Selected candidate must file an Executive Personnel Financial Disclosure Report (OGE Form 450) in accordance with the Ethics in Government Act of 1978.
  • Position has been designated Special-Sensitive and the selectee must have or be able to obtain a Top Secret/SCI clearance.
  • Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
  • Position requires travel under conditions specified in the DoW Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
  • Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
  • Applicants in receipt of an annuity based on civilian employment in the Federal Service are subject to the DoW Policy on The Employment of Annuitants.
  • Within the Department of War (DoW), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position.

Applicants must demonstrate an extensive background and proven expertise in the following areas:

  • Programmatic Planning & Acquisition Strategy: Extensive experience in programmatic planning, government source selections, and the development and implementation of critical acquisition strategies and policies.

  • Deep Technical Expertise: Advanced knowledge in electrical engineering and kill chain technology, necessary to advise on next-generation space systems and conduct authoritative programmatic evaluations.

  • Executive Program Oversight: Proven track record of providing direct oversight for multi-billion dollar space initiatives, including specific prior experience as a Program Element Monitor (PEM) to effectively identify risks and ensure mission success.

  • Strategic Stakeholder Coordination: Demonstrated ability to serve as the primary focal point and build consensus among key interagency partners (such as the NRO, DARPA, and OSD) to resolve complex programmatic challenges.

  • Leadership & Relationship Management: Exceptional capability to manage strategic relationships and lead diverse teams of senior government civilians and contractors toward achieving critical Department of the Air Force (DAF) priorities.




Education

A bachelor's or master's degree from an accredited institution is highly desired.

Additional information

HQEs may be hired to mentor, lead, oversee, direct, manage, and or consult on DoD programs and initiatives, including high profile and fast track assignments. HQEs serve at the pleasure of the Appointing Official and may be terminated at any time.

Salary: $151,662.00 - $209,600.00 per annum.

Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).
