Position Summary: The primary purpose of this position is to serve as JBER Installation Deployment Officer to (1) plan, develop procedures, maintain force packages, execute, direct base resources, and exercise the full spectrum of requirements to meet deliberate and crisis-action plans affecting Joint Base Elmendorf-Richardson units; (2) validate requirements for and execute reception activities under the Base Support Plan; (3) assess and coordinate use of War Reserve Material (WRM) stock levels to support deployed and inbound forces; (4) coordinate with supported commands to identify capability and asset availability at deployed locations to determine requirements for force support and strategic mobility; (5) plan, coordinate, and oversee AF-level logistics programs to posture and assess the readiness of deploying organizations; (6) serve as office of primary responsibility to plan and direct logistics deployment and reception activities in support of 673 ABW, 3WG and other AF, DOD, Federal, and Reserve; (7) coordinate support rendered between Elmendorf units and DoD, AF, Federal, State, local government, and private business organizations.

Duties/Responsibilities:

  • Plans and executes the deployment of JBER units. Conducts deployment readiness analysis for supported activities and units.
  • Serves as the Elmendorf AFB Treaty Compliance Manager.
  • Functions as the 3 WG program manager for support agreements.
  • Participates and assists in the planning and monitoring of War Reserve logistics operations encompassing provisioning, sustainment, modernization, readiness and maintenance of war reserve sets of unit equipment pre-positioned at Elmendorf AFB.
  • Focal point for coordinating with base agencies to arrange logistics support for units deploying to or transiting Elmendorf AFB.

  • Must have or obtain a valid driver’s license prior to entry on duty and maintain it while assigned to this position.
  • The incumbent may be required to fly on military or civilian aircraft to attend training or to perform duties temporarily at another location.
  • Incumbent is subject to recall to work, including during sever weather conditions when the installation is otherwise closed in order to support the deployment of personnel or materials.
  • This is a drug testing designated position. The Incumbent is subject to random testing for drug use.

  • Mission Essential personnel May be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty During phased or early release.
  • Must be able to maintain a Special Sensitive Clearance.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: Broad knowledge of the theories and principles of Logistics Management. Knowledge and skill in applying analytical and evaluative techniques to issues and studies concerning Logistics Plans. Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in Logistics Plans. Knowledge of directives and procedures for U.S.- ratified international treaties that apply to the installation and the Alaska region. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of programs, and in developing new and modified methods. Knowledge of the support needs of programs, systems, equipment, and components involved in logistics planning activities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of logistics management principles, concepts, policies and regulations. Knowledge of logistics functions, programs and systems applicable to the duties of this position.
  2. Knowledge of U.S.- ratified international treaties that apply to military installations and
  3. organizations to include State Department, DoD, and Air Force policies and procedures pertaining to compliance with such documents.
  4. Knowledge of War Reserve Material, Support Agreements, and Installation Deployment Officer responsibilities. Knowledge of budgeting regulations and procedures for providing procedural guidance on support agreement reimbursements and forecasting/managing treaty-related expenditures.
  5. Skill in gathering, analyzing, organizing, and presenting data and supporting analyses. Skill in evaluating, monitoring, directing, and inspecting logistics activities. Skill in formulating plans and policies for logistics programs.
  6. Ability to speak distinctly and communicate effectively in writing to a diverse group of people. Ability to identify problems and develop innovative solutions in a time-constrained environment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
