integrity of VBA financial systems, processes, procedures and policies.

Duties

Help

Specific duties include:

  • Serves as a project and/or team leader in developing system requirements and specifications (ex. coordinating installation, evaluating and testing financial systems) with minimal guidance/supervision.
  • Works independently to make improvements, solve problems, and/or take corrective action when problems arise.
  • Conducts evaluations, examinations, or other fact-finding studies to obtain and/or verify information.
  • Evaluates automated systems to ensure they meet operational business requirements and specifications for the design of or modification of computer systems and applications.
  • Compiles, interprets, and analyzes statistics, financial data, and business requirement information. Designs and conducts analytical studies, cost-benefit analyses, or other research.
  • Identifies rules, principles, or relationships that explain facts, data, or other information. Mastery of relevant laws, regulations, policies, standards, and procedures.
  • Provides guidance and recommend changes to laws, regulations, policies, standards, and procedures to management, personnel, and clients.
  • Evaluates, monitors, and ensures compliance with fiscal policy, laws, regulations, standards, and procedures. Composes documents or correspondence involving complex or technical information and adapts writing to the audience's level of knowledge.
  • Prepares complex reports for Senior managers and regulatory agencies. Communicates complicated technical information to a variety of audiences (including Executive level leadership), both orally and in writing, in a clear, concise manner.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/24/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-14 position you must have served 52 weeks at the GS-13 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
  • Specialized Experience: To qualify for this position at the GS-14 level, applicants must have one year of specialized experience equivalent to the GS-13 level and demonstrate the specialized experience as described for the GS-13 level at an expert level. In addition, the applicant must also demonstrate specialized experience to include advanced knowledge of the organizational functions and procedures of the Office of Financial Management; specifically, Financial Operations and Reengineering Division, to conduct projects individually or as a group leader of all financial operations, policies and procedures, reports, and studies. Mastery of developing new approaches to resolving complex Finance related issues. Expert at negotiating effectively with management at all levels to accept and implement recommendations which may require changes in established procedures or may conflict with the desires of the activity studied.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and
visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent
lifts and carries reference books, working papers and similar items to and from meetings. A moderate
amount of standing and walking is required in getting to and from meeting places away from the worksite.
No special physical demands are required.
