Help

Duties include but are not limited to:

  • Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
  • Act as a primary stakeholder in the underlying information technology (IT).operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully.
  • Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up.
  • Lead and oversee budget, staffing, and contracting.
  • Provide ongoing optimization and problem-solving support and advice on project costs, design concepts, or design changes.
  • Manage the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of Operating Level Agreements (OLAs).
  • Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives.
  • Provides technical support to customers who need assistance utilizing client-level hardware and software in accordance with established or approved organizational process components (i.e., Master Incident Management Plan, when applicable).
  • Make recommendations based on trend analysis for enhancements to software and hardware solutions to enhance customer experience.
  • Develop a trend analysis and impact report.- Analyze incident data for emerging trends.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Minimum Qualification:

The demonstration of knowledge, skills, and abilities/competencies which demonstrate the likelihood to perform successfully the duties of the position and is related to the work of the position to be filled. These knowledge, skills, and abilities/competencies are normally attained through the equivalent of one year of specialized experience equivalent to the next lower grade level of the position being filled but may now be obtained through other means. Such demonstratable knowledge, skills, and abilities/competencies may be typically gained in the IT field or through the performance of work where the primary concern is IT or other means (e.g., licensure, certification, registration, or special training).

You must possess one-year of Specialized Experience equivalent to at least the GS-12 level. Specialized experience at the GS-13 level is defined as work that involves applying analytical methods to assess and resolve complex issues impacting EHR deployment, including conducting root cause analyses, evaluating high risk IT processes, and recommending corrective actions to strengthen program control, system performance, and operational management.

NOTE: The Specialized Experience MUST be substantiated in your resume.

Applicants may also be considered to have satisfied the minimum qualification requirements for a position if they can present evidence that clearly justifies a high evaluation of their competence, such as one or more of the following:

  • Appropriate licensure, registration(s), certification(s); or

Education

There is no educational substitution at this grade level.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
