Major duties include but are not limited to:

  • Synthesize information and guidance from a variety of sources to ensure compliance with program requirements and inform Medical Center Leadership.
  • Develop strong relationships with Veteran Service Organizations, Department of Defense, and Community Providers to support and accelerate Veteran access to benefits, healthcare, and services.
  • Identify requirements for funding, staffing, space, privacy, and technology to support the programs and delivery of services to Veterans.
  • Monitor the program for success and impact, develop reports to leadership, and drive performance improvement.
  • Provide oversight and guidance, program management, and leadership to the business operations in the medical center.
  • Oversee and manage strategic planning, auditing, and compliance activities to enhance the mission of the departments under the incumbent's supervision.
  • Design strategies to manage and integrate functions to improve and maximize efficiencies.
  • Facilitate progressive approaches to delivering high quality healthcare through administrative programs for the Veteran population.
  • Lead hospital-wide projects that strategically realign the organization with national and network direction.
  • Oversee data collected and analyzed by the Patient Advocate and recommend system-wide improvements for the overall Veteran experience.
  • Provide direct supervision to various staff of the HAS department.
  • Ensure effective processes are in place to match projected expenditures.
  • Performs other duties as assigned.

Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Minimum Qualifications for GS-13: You must qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes: applying regulations and authorities related to business operations/processes; utilizing information and data to monitor program success and outcomes; overseeing strategic planning, auditing, and/or compliance activities; analyzing staffing needs for a department or section; developing a wide range of written products, such as reports, memoranda, presentations, etc.; and performing various lead/supervisory duties, such as assigning work, evaluating performance, or counseling employees.

Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Work is performed in an office or similar setting involving everyday risks or discomforts which require normal safety precautions. Travel at least one time per month for meetings, conferences, or site visits should be expected. Travel may be by airplane, automobile, or other available modes of travel.

Work Environment: The incumbent can expect to spend four or more hours per day at a computer workstation; work involves prolonged periods of reading/working on a computer screen, and using a keyboard and mouse. The work area is adequately lighted, heated, and ventilated.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
