At the full performance level (GS-7) the major duties of this position include, but are not limited to the following:

  1. Provides technical support on all aspects of Facility Management Software System (FMSS), the Facility Condition Assessment System (FCAS), database software used to track and manage Facility Operations and Maintenance activities. Implements, operates, and maintains the database in order to achieve park, regional and departmental goals of reporting accurate and pertinent information relative to park maintenance and construction expenditures and needs.
  2. Monitors all FMSS data entered into the system and makes any required changes. Establishes, maintains and updates a computerized inventory of fixed property and schedules condition inspections. Prepares and monitors work orders comparing actual versus planned accomplishments. Briefs park staff concerning and deviations validates and/or verifies information and enters data into FMSS. Identifies invalid data and suggest corrections. Routinely compares completes and analyzes report of work request, comparing planned actions versus actual accomplishments.
  3. As the primary park FMSS staff member, or as directed by a higher graded specialist, utilizes FMSS and related software programs to compile, organize and track all data collected to support the Park's Asset Management Program. Works with various park staff including park superintendent, supervisory facility operations specialist, and other park management and staff to compile and input the information necessary to produce accurate FMSS reports.
  4. Collects and analyzes data from a variety of maintenance programs such as FMSS, Project Management Information System (PMIS), Administrative Finance System (AFS), and Planning Environment, and Public Comment (PEPC), by establishing and maintaining computerized data management and reporting systems. Develops quality assurance and quality control procedures and monitors accuracy of data.

Area Information:Fort Smith National Historic Site is situated in Sebastian County, in northwestern Arkansas. Winters are generally mild with average low temperatures around 35 degrees. Occasional fronts may cause extremes in low temperatures with heavy precipitation. Summers are generally hot and humid with average highs in the 90 degree range. Fall and spring are comparable transition seasons with very comfortable temperatures and abundant precipitation. Sudden thunderstorms, lightning, hail and tornado conditions are prevalent during spring and summer weather patterns.

Physical Demands: The work is primarily sedentary. Occasional visits to job sites or travel to conferences may be required. Some walking, hiking, climbing or crawling may be required to perform asset inspections. Must be able to lift up to 50lbs, walk or climb stairs, walk on interior and exterior uneven surfaces, move heavy boxes up to 50lbs.

Working Conditions: The work is primarily performed in an office environment. Travel to various site locations within
the network to perform asset inspections is required.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, and overtime.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors), in progressively responsible clerical, office, or other work that has equipped me with the knowledge and skills needed to perform the duties of a Facility Services Assistant. This specialized experience must have included work providing technical and administrative support for a facility maintenance services office that included work in all the following: maintenance work orders, travel, budget, cost estimation, property, purchasing and human resources. Respond to inquiries regarding administrative policies, regulations, and procedures; Organize and analyze numerical information; track and reconcile fiscal data for programmed accounts versus actual expenditures; prepare and follow up on purchase orders and/or contracts; administer payroll and time and attendance; identify and account for property, initiate and create work orders for various maintenance corrective actions; Familiarity with computer systems such as Facility Management Software System (FMSS), Project Management Information System (PMIS), Administrative Finance System (AFS) and Financial and Business Management System (FBMS), or equivalent.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience.
