Duties

Help
  • You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts.
  • You will participate in pre-award contract meetings such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
  • You will coordinate post-award contract meetings (as applicable), preconstruction conferences, (informal or formal) partnering meetings, schedule acceptance meeting, design review meetings (as applicable), LEED coordination meetings (as applicable),
  • You will manage the contractor Requests for Information (RFls) and ensure timely responses.
  • You will be the technical representative in matters involving contract modifications and claims.
  • You will prepare or coordinate the preparation of an independent government estimate (IGE) if contractor entitlement exceeds the Simplified Acquisition Threshold amount.
  • You will review, for technical accuracy, statements of work and requests for proposals or quotations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Must be able and willing to traverse on construction jobsites (approximately 20% of the time)
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • Occasional travel (20%) away from the normal duty station is required. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing administrative work to provide material, services, equipment, and contract support for construction projects; 2) Negotiating and administering construction contracts to ensure specifications and quality assurance are in compliance; 3) Oversee maintenance and construction projects (e.g., estimating, planning, execution) to provide quality, timeliness, and cost effectiveness of facilities maintenance projects and services; and 4) Utilizing the principles, methods, and tools of quality assurance, quality control, process improvement, and reliability used to ensure that a project, system, or product meets requirements and standards.
