Duties

Help

Duty 1 - Plans, organizes, and oversees the activities of the Intelligence, Surveillance, and Reconnaissance Group.

Duty 2 - Exercises supervisory personnel management responsibilities. Exercises technical and administrative supervision over a highly experienced staff of analytic, operational, and support ISR personnel responsible for the planning and management of highly complex analytic support and ISR operational functions.

Duty 3 - Represents HQ AFRC, NAF, Wing, and ISR Group with a variety of installation and functional area organizations.

Duty 4 - Manages ISR training and readiness for the group. Develops operational plans, standard operating procedures, and implementing instructions, which pertain to general military training and readiness of assigned unit personnel, ISR, and command center communications training.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 701 COMBAT OPERATIONS SQ with the military rank of Lt Col, AFSC: 014N3. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Management/Supervision" work category are at the "Expert" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Fully qualified and experienced intelligence officer, having operational experience in at least two of the below intelligence disciplines-Cyber ISR, HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, Acquisition Intelligence, collection management, analytical production management, and dissemination. Knowledge of conducting Cyber ISR, HUMINT, SIGINT, GEOINT/MASINT, All-Source/Fusion Analysis, Acquisition Intelligence, collection management, analytical production management, and dissemination. Demonstrated knowledge and understanding of national, DoD, and U.S. Air Force statutory and regulatory policies, directives, and procedures relating to ISR activities. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Must be fully qualified and experienced intelligence officer, having operational experience in at least two of the below intelligence disciplines-Cyber ISR, HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, Acquisition Intelligence, collection management, analytical production management, and dissemination.

2. Knowledge of conducting Cyber ISR, HUMINT, SIGINT, GEOINT/MASINT, All-Source/Fusion Analysis, Acquisition Intelligence, collection management, analytical production management, and dissemination.

3. Demonstrated knowledge and understanding of national, DoD, and U.S. Air Force statutory and regulatory policies, directives, and procedures relating to ISR activities. Must be highly knowledgeable in the capabilities, limitations, and techniques for employment of ISR platforms.

4. Develops and articulates strategy and actions to implement the vision of the work unit that is consistent with organization's goals. As needed, maintains certification and currency in required missions.

5. Ability to plan, organize, and direct ISR operations functions; and mentor, motivate, and appraise a staff through subordinate supervisors. Ability to communicate effectively both orally and in writing; to prepare reports, interface with high levels of management, negotiate complex issues, and maintains good working relationships.

6. Proven ability to build and sustain professional networks to exchange information with mission critical offices, inside AFRC, other MAJCOMs, and Air Force in overall planning and execution of ISR operations and evaluations.

Conditions of Employment continued:

1.
This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to participate in unit training assemblies (UTA).

2. As necessary, to meet special or essential unscheduled activities, may be required to work an uncommon tour of duty with brief advance notice.

3. This position is designated as a mobility position. The incumbent must be willing to move/transfer to another unit or location on a lateral or promotion basis as directed by HQ AFRC.

4. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

5. This position has been identified as a drug testing designated position. The incumbent of this position may be selected for random drug testing, and be subject to reasonable suspicion testing and safety mishap or accident testing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE:
Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.
