Duties include, but are not limited to:

  • Assigning work based on mission priorities, requirements of assignments, and capabilities of employees.
  • Ensures timely performance of work and objective standards are met.
  • Working in collaboration with the Logistics and Supply Chain Management (LSCM) Director directing and overseeing the day-to-day operations of assigned program.
  • Ensuring informatics and analytics work products are actionable, accurate, relevant, consistent, timely, organized, meaningful and can with stand scrutiny from oversight bodies.
  • Developing and implementing acquisition and logistics management policies and procedures to integrate the Department's overarching framework with related business management systems, to include internal and external stakeholders.
  • Advising senior leaders and teams on program management policies and problem solving.
  • Implementing, coordinating, and overseeing the planning, programming, budgeting, logistics, and acquisition issues in support of specific VA programs.
  • Evaluating broad policy guidance and how it is administered to assigned programs to ensure that organizational strategic goals are sufficiently resourced, and missions are effectively achieved.
  • Assisting the Director with analysis of business processes and budget impacts of new/revised/pending legislation, logistics policies and procedures.
  • Developing and implementing proactive customer relations to ensure unity of effort and delivery of quality products and services within the framework of specific programs.
  • Supervising and collaborating on VA-wide and inter-related Other Government Agencies (OGA) projects to ensure program objectives are achieved and provide conflict resolution when issues arise.



Work Schedule: Monday - Friday, 8:00am - 4:30pm EST.
Location: The selectee will be required to report on-site at 810 Vermont Ave., NW, Washington, DC 20420.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/22/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Leading, mentoring, and directing a team of analysts or logistics and supply chain, including setting priorities, evaluating performance, and managing workflows.
    • Directly managing professional staff, including assigning work, evaluating performance, and conducting training or mentoring on analytical techniques.
    • Developing, implementing, and monitoring operational plans, policies, and procedures for complex, enterprise-level supply chain or logistics programs.
    • Analyzing complex data sets to develop strategic recommendations and using business process mapping to enhance workflow.
    • Developing and managing budget, manpower, and resource requirements to support mission objectives.
    • Preparing briefings, decision papers, and recommendations for senior leadership on complex supply chain issues.

Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. You will also need to provide work experience information such as hours per week, full-time/part-time status, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of specialized experience at the required grade level.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.

  • Conduct sophisticated analyses of operations, budget execution, and program effectiveness by examining data trends, assessing risks, and formulating evidence-based recommendations to optimize program performance and achieve strategic goals.
  • Prepare and deliver high-level briefings, decision papers, and strategic recommendations to senior leadership, developing program data and studies that inform enterprise-wide planning and guide critical decision-making.
  • Coordinate cross-functional initiatives and stakeholder engagement efforts by building proactive customer relationships, ensuring unity of effort across organizational segments, and driving compliance with quality, regulatory, and budgetary standards.
